Responsibilities If selected for this position, you will join a well-respected team that is responsible for supporting the Civil Division's Affirmative Civil Enforcement (ACE) Section, which handles investigations of complex fraud and statutory and regulatory violations. Typical work assignments will include: Reviewing complicated financial transactions and analyzing large volumes of data. Conducting financial accounting examination of books, records, computer tapes, data processing material, and activities of contractors, stakeholders, and other recipients of excess reserves or funds. Obtaining evidence through records, interviews, and other investigative tools. Reconstructing partial or inadequate records from public and private institutions, government contractors, health care systems, and other entities. Preparing concise, accurate and detailed audit reports, charts and schedules to illustrate analysis and findings. Conducting interviews with various entities to obtain detailed financial information and other sources to aid investigations. Requirements Conditions of Employment Qualifications In order to be found qualified for this position, you must meet one of the basic requirements described below in A and one of the minimum qualifications described below in B. A. Basic Qualification Requirements: Degree: A bachelor's or higher degree in accounting; OR A bachelor's or higher degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. D or equivalent degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR Specialized Experience: Have at least one full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as serving as an auditor responsible for auditing financial documents or using accounting software to track and report data; interpreting and applying regulations, legal precedents, etc.; utilizing data analysis tools and spreadsheets to evaluate data; and reporting findings in an oral or written form as part of an investigative team. OR Combination of Education and Experience: Possess a combination of education and experience as described above. To compute your qualifying experience as a percentage, first determine the number of months of specialized experience you have as a percentage of 12 months. To determine your qualifying education as a percentage, determine the number of semester hours you have completed towards your Ph. D or doctoral degree. Only graduate education in excess of the first two years may be used in the calculation. Add the two percentages together; they must equal 100 percent in order for you to qualify.
