Summary This position is in the Office of Finance and Administration, Office of Financial Operations and Management, Research Triangle Park Finance Division, Property and Asset Management Branch. About: Office of Finance and Administration This is an office-centered position--you must physically report to one of the duty stations stated in this announcement on a regular basis (location TBD after candidate selected). Responsibilities You will: Plan, direct, and oversee the day-to-day activities of the Property and Asset Management Branch, including overseeing and managing the EPA Contractor assigned personal property program. Exercise supervisory personnel management responsibilities. Provide expert and authoritative advice on the application of accounting principles and the resolution of critical accounting issues directly impacting the personal property management program. You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-14 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-13 level defined as providing cost accounting expertise in support of agency cost accounting policies; conducting reviews and audits of property and assets; and administering the property management program for accountability. Education You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in accounting and/or auditing; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing (the 24 hours may include up to 6 hours of credit in business law); OR combination of education and experience with at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge; your background must also include one of the following: 1) 24 semester hours in accounting or auditing courses (this can include up to 6 hours of business law); 2) certificate as Certified Public Accountant or Certified Internal Auditor; or 3) completion of the requirements for a degree that included substantial course work in accounting or auditing (e.g., 15 semester hours), provided that: (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field (e.g., valuation engineering or financial institution examining); (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
