Summary The primary purpose of this position is to serves as an Associate General Counsel in the Office of the General Counsel, Office of the Deputy General Counsel (Intelligence, International, and Military Affairs). Responsibilities Assists the Deputy General Counsel (Intelligence, International and Military Affairs) and/or designated supervisor in carrying out responsibilities in matters pertaining to one or more of the following areas: intelligence, cyberspace, international law, military personnel law, and investigations. Recognized as a subject matter expert within one or more of the following areas: international law, intelligence, counterintelligence, security, cyber law issues, military personnel matters, and investigations. Represents the General Counsel's office at meetings on problems relating to the functional areas assigned. Attends meetings with high-ranking officials from DoD, Department of Justice (DoJ), Department of State (DoS), other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters relating to Air Force policy. As assigned and without direct supervision, accomplishes specialized projects, which require a very high level of legal training and experience. Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters of interest to the Air Force. For matters of particular interest to the General Counsel, serves as agency liaison with: a) assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force; or b) DoS, other government agencies, international organizations, and non-government entities and actively guides negotiations and resolution of international issues, including claims for money. GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the role and duties of the Government attorney. 2. Knowledge of applicable substantive domestic laws, regulations, policies, and international law, as appropriate. 3. Ability to apply knowledge of the law to help achieve Air Force policy and programmatic objectives. Ability to communicate complex legal issues and theories effectively orally and in writing. 4. Skill in various research methodologies, including computer-assisted technologies. 5. Skill in gathering data and conducting interviews or international negotiations. 6. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force. Education Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
