GENERAL DESCRIPTION:
Provide high-level office support for the Department of Transportation's Highway Development Program in Cheyenne, Wyoming. In this dynamic role, you'll work independently while delivering essential administrative coordination that helps drive critical transportation projects forward. Using sound judgment and strong organizational skills, you'll support programs and project teams, manage key administrative functions, and help ensure smooth operations that contribute to the successful development of Wyoming's highway infrastructure.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Performs executive-level administrative and support duties for the Highway Development Program, including Project Development, Engineering Services, and Photogrammetry & Surveys
Manages the day-to-day office operations for Project Development and related subsections (Laramie Design Squad, Utilities Section, Design Support Section, and the Design Quality Review Section), Engineering Services, and the Highway Development Engineer
Acts as a resource and information hub for department personnel as well as external customers. Answers the phone and provides appropriate responses to the public and department personnel. Communicate and distribute information in a variety of formats
Coordinates department functions for special meetings, training, and conferences
Maintains & updates program-related websites; includes updating plan issuance links monthly and sole source approvals from FHWA
Subject matter expert for ERP, including budget viewing and e-procurement
Subject matter expert for the Falcon V7 Document Management System. Provides light training regarding the use of the system
Subject matter expert for Google Drive and other Google products. Provides light training
Resolves some light computer problems concerning Microsoft Office Products & Google Drive
Assists Utilities Section with scanning and importing utility licenses
Assists Project Development with plan distributions
Updates, files, and distributes Project Development PCS notes to districts and other programs
Develops/implements corrective action plans to resolve problematic issues and provide general guidance on how to avoid or deal with similar situations in the future
Maintains information databases & manages items such as emergency action plans, emergency contact information, safety meeting reports, purchase orders & requisitions, equipment lists, and inventory numbers
Creates and edits reports, forms & documents, including personnel tracking spreadsheets, table of organization, & overtime reports
Management and oversight of all office equipment and supplies. This includes tracking expenditures and the available budget for these items. It also includes ordering office supplies, furniture, etc., using ERP purchasing procedures and P-Card as necessary
Manages copiers, printers, and their associated supplies. Obtains service as necessary. Provides training to new users
Coordinates annual inventory for Highway Development
Qualifications
KNOWLEDGE:
Knowledge in applicable computer applications
Knowledge of records processing
Knowledge in the preparation of spreadsheets
Knowledge and understanding of the agency and each respective division/program
Knowledge of principles of customer service and process improvement
Knowledge of computer software programs including Microsoft Office (Word, Excel, PowerPoint) and Google Mail
Effective interpersonal communication skills
Ability to deal with changing priorities and multiple tasks
Ability to interact effectively and efficiently with co-workers and others
Ability to clarify information and resolve common problems brought from the public, other agencies, and department personnel
MINIMUM QUALIFICATIONS:
Education:
Associate's Degree (typically in Business)
Experience:
0-2 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I
OR
Education & Experience Substitution:
2-4 years of progressive work experience (typically in Business Office Communications) with acquired knowledge at the level of an Office Support Specialist I

PHYSICAL WORKING CONDITIONS:
Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.

Qualifying Reasons
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment

One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12 month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
