ABOUT THE WYOMING COMMUNITY COLLEGE COMMISSION:
The Wyoming Community College Commission is a 12-person state agency responsible for coordinating, advocating for, funding, and holding accountable Wyoming's public community college system. Serving as a vital link between the State of Wyoming and its eight community colleges, the Commission ensures that the system is efficient, transparent, and aligned with the state's economic and educational goals.
GENERAL DESCRIPTION:
The Director of Finance serves as the primary manager of the agency's day-to-day fiscal operations and reporting functions. Reporting to the CFO, this position is responsible for the technical accuracy of all accounting records, the processing of all revenue and expenditures, and the preparation of complex financial statements.
This position acts as the lead technical resource for the agency, ensuring that all fiscal activities-including scholarship program allocations, federal grants, and biennial budgeting-are executed in strict compliance with GAAP, federal regulations, and state policies.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Manages the daily processing and maintenance of all accounts payable, receivable, and procurement activities to ensure agency-wide financial accuracy.
Prepares and reviews monthly, quarterly, and annual financial reports for both internal and external use. This includes submissions for the executive management, Commission meetings, State Auditor's Annual Comprehensive Financial Report, federal grants, and others.
Oversees and monitors agency fiscal policies to ensure compliance with federal and state laws. Prepares, implements, and updates internal controls and financial procedures to align with regulatory changes. Advises on interpreting fiscal regulations.
Enforces internal controls over the agency's fiscal management.
Researches and resolves discrepancies in expenditures and revenues.
Oversees the specialized allocation, tracking, and distribution of scholarship program funds, ensuring all awards are documented and reconciled against available balances.
Assists executive management with preparation of the agency's biennial and supplemental budgets, ensuring all data is accurate and ready for Commission, Governor, and legislative review.
Creates and tracks B-11 requests to adjust spending authority, as needed. Ensures requests comply with agency budget requirements.
Maintains agency fixed asset records and inventory reporting.
Acts as the agency's lead user and representative for state and federal financial systems.
Serves as the primary operational liaison between the agency and HRD.
Qualifications
PREFERENCES:
Preference may also be given to candidates who have experience with the Wyoming Online Financial System (WOLFS).
KNOWLEDGE:
Knowledge of State and Federal laws, rules, regulations, and statutes.
Knowledge of basic accounting, business principles, budgets, and cost controls.
Knowledge of the WOLFS and IBARS systems.
Knowledge of budget and procurement practices and policies.
Knowledge of State Personnel Rules and associated federal laws.
Knowledge of internal controls over accounting applications.
Knowledge of Generally Accepted Accounting Principles and Governmental Accounting Standards Board (GASB) as they are applied to government accounting systems and reporting.
Knowledge of government management, including human resources, accounting, and general management.
Knowledge of project management.
Knowledge of federal grant application, progress reporting, and federal financial reporting.
Be highly self-motivated and directed.
Strong attention to detail, follow-up, and follow-through.
Strong Google Workspace and Microsoft Office skills, especially spreadsheets and Excel.
Strong communication skills.
Ability to analyze financial information.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Finance)
Experience:
1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst
OR
Education & Experience Substitution:
4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst

PHYSICAL WORKING CONDITIONS:
General office conditions, including minimal lifting; some travel necessary.
Some infrequent travel may be necessary but will be scheduled in advance.
