The work unit exists to manage Pikes Peak Recreation Area, within the guidelines of Colorado State statutes, regulations and Division of Parks and Outdoor Recreation policies and procedures for the use, benefit and enjoyment of recreation area visitors. The unit provides a wide variety of recreational and educational opportunities to the public, while ensuring that safety and quality standards are met. The unit is responsible for providing visitor services, maintenance functions, natural resource protection, environmental education, administrative functions, law enforcement, inter-agency cooperation and program development assisting with statewide programs. The work unit also administers a variety of State Park programs.
Description of Job
This position exists to, in coordination with the SE region management, manage all park management activities, consistent with the goals of Colorado Parks and Wildlife. This position manages, plans, designs, develops, administers, coordinates, directs, oversees and supervises the recreation and natural resource management with federal, state, and private partners as an official representative of Colorado Parks and Wildlife. Direct supervision of 3 FTE, second line supervision of 7 FTE and additional temporary employees. This position is also responsible for building a constituency to support the Park and the Division and other field work necessary to fulfill the mission of Colorado Parks and Wildlife.
Specific duties include but may not be limited to:
PROGRAM MANAGEMENT
Plan, direct, supervise and participate in operational program-related activities of the work unit which may include environmental education, land, campground, snowmobile and OHV patrol management, trail management, revenue collection, volunteer management, weed & pest control, fleet management, facility and ground maintenance. Initial work will include working with partners on a long-term MOU and the development of a park management plan. Assures work unit safety & natural resource protection needs are accomplished effectively, efficiently, and consistently by researching, designing, developing, planning, budgeting, and implementing work unit operational guidelines, procedures, programs, and/or plans. Researches, designs, develops, plans, implements, and supervises a variety of educational, public safety, informational, and interpretive programs and events to expand upon the purpose of the work unit and to promote the work unit as well as Colorado Parks and Wildlife. Resolves program related problems.
Collaborates with the work unit managers to ensure efforts in all work unit areas are consistent with the goals of the work unit and Colorado Parks and Wildlife. Administrative duties include regular reports from every section of responsibility, including filing and maintaining records (archiving) for the required time periods. Replying to email and phone requests for numerous and ever-changing reports and information. Responsible for budgets in areas of responsibility as well as assisting with park budget allocation. This position must develop and utilize tracking systems to guide the spending of budgets which can change regularly. Position creates and tracks budget for all sections in the work unit. This includes temporary employee wages and section operating supplies. This position also assists in OneCard allocation, bill paying, and OneCard monthly reporting. Responsible for proper use of State credit cards.
SUPERVISION
Manages, oversees, formulates and directs the set up of internal processes to supervise all full-time and temporary visitor services and maintenance services employees. Also monitors and directs their activities to accomplish the park's mission and goals. This position develops and implements processes to ensure the daily operations of the park run smoothly including: recruiting, hiring, training, assigning duties, scheduling, resolving conflicts, disciplinary/ corrective actions, delegation of special projects/duties, completing performance evaluations, verifying timesheets, ensuring compliance with statutes, policies and procedures, maintaining documents and employee files. The position also delegates and assigns routine or project oriented tasks. This position maintains direct supervision of 3 FTE, second line supervision of 7 FTE and additional temporary employees.
ADMINISTRATION/CONCESSIONS
Prepares, maintains, documents and evaluates all efforts relating to operational work unit management. Budgets, tracks, determines, recommends and documents expenditures related to park management. Oversees orders and/or materials/supplies purchases necessary to maintain/operate programs and completes all related purchase requisitions and receiving reports to include coding of credit card purchases. Assures employee compliance with applicable fiscal rules and procedures. Maintains accurate and complete work unit employee and work program files. Assists in formulations of and implements park policies, standards and plans to ensure quality levels of operation. Assists in formulation of annual budget requests for responsible program areas and special initiatives.
Attends appropriate regional and facilitates divisional staff meetings to ensure communication flow and representation of park programs from upper level management to the field and vice versa is maintained. Participates in CPW committees as requested. Completes monthly reports in various computer databases. Replies to email and phone requests for numerous and ever-changing reports and information. Manages and negotiates concession contracts. Conducts meetings with concessions, amend and negotiate final approval/disapproval of contracts. Collaborates and makes recommendations with adjacent jurisdictions when requests cross beyond park boundaries.
BUDGETING/ACCOUNTING
Assists PM V in administration, control and oversight of the annual budget. Develops systems that will track and record expenditures for the park's budgets (which can change regularly), serving as the cost center budget main contact. Completes audits and reconciles associated reports. Plans and prepares budgets for the work unit involving operations, utilities, temporary work program, major repairs & minor improvements, capital construction, trail program, volunteer program, resource protection and ANS. Responsible for proper use of State credit cards, personally and for all staff who are issued a card. Responsible for learning and using the statewide accounting system CORE.
FACILITY MANAGEMENT
Works in coordination with the region to develop maintenance plans and oversees the daily maintenance operations on the park. Decides on management prescriptions that allow for the maintenance and oversight of the work unit including buildings, facilities, and utilities. Plan, monitor, make recommendations, and inspect construction improvements.
PUBLIC RELATIONS
Position has daily contact with the public during law enforcement and informational contacts with the potential for PR implications. Responsible for addressing citizen complaints regarding visitor service and maintenance staff. Position has responsibilities for presenting programs, radio shows and/or writing articles for newspapers or magazines to generate interest in the park. The position has responsibility to control information flow to the press regarding emergency situations if region PIO is not on-scene.
LAW ENFORCEMENT
This POST certified officer supervises and participates in the work unit's law enforcement program. The program provides professional level law enforcement of Colorado's revised statutes including parks and wildlife, criminal, traffic, children's and liquor codes over the land and water within the recreation area,, including campsites and trails, and occasional off-park patrols (hunting, OHV, snowmobile, etc). Responsible for training temporary officers (limited and full-commission) and ensuring the quality of their law enforcement. This position issues (and supervises others) warnings, tickets, arrests, and investigates boat, OHV, snowmobile and minor motor vehicle accidents. This position maintains Law enforcement case records, oversees evidence and found property management, dockets cases in the appropriate courts and makes regular court appearances.
The position maintains an adequate inventory of law enforcement supplies and ensures that equipment (weapons, less-lethal, vehicle equipment, blood kits etc.) and officer certifications are kept current. Ensures pre-planned emergency medical and fire response is adequate and trains staff on implementation. Position maintains an AED and an adequate stock of medical supplies. Position is responsible for first response search and rescue plans and gear (primarily regarding boat, ice and lost person emergencies) in coordination with the Sheriff's Office. Regular work hours may start before 5 AM or end after 3AM. Given the incident driven nature of the position, shifts of 12+ hours are not uncommon. In emergency situations, shifts may run for an indeterminate period. Must be capable of operating patrol boats, OHV, surface ice rescue gear and all regularly carried law enforcement gear (handgun, duty belt, etc.) as required. Must complete 40 hours of law enforcement training and must stay current in CPR and First Aid, duty weapon qualifications and other required certifications.

MINIMUM QUALIFICATIONS:
Nine (9) years of relevant experience in park resource management, wildlife management, conservation biology, ecology, wildlife biology, natural resource management or an occupation related to the work assigned to this position.
OR
A combination of related education in natural resources, park management, wildlife management, outdoor recreation and/or relevant experience in an occupation related to the work assigned equal to nine (9) years.
Substitutions:
Additional appropriate education will substitute for the experience requirement on a year-for-year basis.

Current or former State experience relevant to this position.
Current or former Colorado Parks and Wildlife experience.
Parks and Wildlife Management, supervision, budgeting, planning and organizational skills, strong interpersonal, oral communication and written communications skills.

Experience with CORE, SARA, or other State financial systems.

Must be capable of operating OHVs, maintenance equipment (including but not limited to mowers, chain saws, weed whips, tractors), surface ice rescue gear, all regularly carried law enforcement/defensive equipment/uniform items (including but not limited to: duty belt, handgun, handcuffs, OC, ASP baton, radio) as required. Must complete 40 hours of law enforcement training and must stay current in CPR and First Aid, duty weapon qualifications and other required certifications.
Typically in state travel limited to less than 40 days/year.
