This position is eligible for hybrid telework. Employees living within 50 miles of the primary work location will be required to work in the office at least 50% of the time each month. This position is responsible to effectively supervise the Reimbursement & Penalty Team (Team) by planning, leading, directing, and managing the legal, financial, and administrative activities of the Team within the Special Compensation Fund (SCF). This position will also serve as backup supervisor for the Special Claims Team.
Responsibilities include:
Administration of the second injury and supplementary benefits provisions of the statute by assuring that appropriate claims are accepted, litigated, settled and paid by insurance companies and self-insured employers, and that annual claims for reimbursement are processed within established performance measures;
Overseeing program development and implementation of the mandatory coverage campaign for the general public;
Development of appropriate reports that accurately reflect current practices;
Development of work plans for addressing/correcting practices and the implementation of those work plans to project completion;
Maximizing compliance with mandatory workers' compensation insurance coverage requirements for MN employers;
Oversight of the SCF Outreach Program;
Ensuring that claims accepted, denied, litigated, settled, paid and recovered are in compliance with the Minnesota Workers' Compensation Law;
Protecting the assets of the SCF in these areas of responsibility;
Provide high quality programming and productivity;
Engage in continual process improvement efforts in support of the mission of the Workers' Compensation Division.
Minimum Qualifications
Four (4) years of claims experience that demonstrates:
Knowledge of Worker's Compensation law and claims practices sufficient to provide technical assistance to stakeholders, unit staff and DLI management.
Demonstrated leadership experience* sufficient to effectively supervise and direct the work of assigned staff. Demonstrated leadership should include the following:
Experience as a supervisor, team lead, lead worker, or project lead
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG).
Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
*A Master's degree may substitute for 18 months of experience; A Bachelor's degree may substitute for one year of experience; Associates degree may substitute for six months of experience.
Preferred Qualifications
Knowledge of Minnesota Workers' Compensation laws and rules, legal terms and syntax to understand case law decisions and issues presented in case management activities. Research and analytical skills to interpret and apply case law, examine, review and analyze workers' compensation cases for statutory and department/division procedural compliance.
Experience with workers' compensation claims, including review and approval of medical and indemnity benefits.
Experience with investigative techniques, penalty assessments, and/or collections processes.
Knowledge of and/or experience with Work Comp Campus system.
Knowledge of DLI Workers' Compensation Division operations sufficient to determine priorities for work activities.
Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
