Minnesota Management and Budget (MMB) is seeking a Finance Manager to provide executive-level financial leadership across the State Employee Group Insurance Program (SEGIP) and the Public Employees Insurance Program (PEIP). This is a new position that will direct financial strategy, risk management, reporting, forecasting, and rate-setting.
Job duties for this position include:
Leading financial strategy and governance for SEGIP and PEIP and managing team performance
Directing SEGIP and PEIP finance internal controls, auditing, and compliance
Directing financial reporting, budgeting, and forecasting and providing crucial data to senior leadership
Leading financial modeling, strategic analysis, and collective bargaining support
Recommending and implementing changes to financial strategies, reporting, payment/billing strategies, and vendor contracting arrangements
Preparing analysis to support briefings for MMB leadership and other important stakeholders, such as the Governor's Office staff and the legislature
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) options for this position are dependent on where the employee lives. With approval, employees that live within 50 miles from the primary work location may telework up to 50%. Employees that live 50 miles or more from the primary location and live in Minnesota may telework more than 50% with approval.
Minimum Qualifications

Four (4) years of experience performing accounting, budgeting, or financial management for a large, complex budget
Experience must include:
Demonstrated leadership, which can include any of the following:
Experience as a supervisor, team lead, lead worker, or project lead;
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
A paid or unpaid position leading a program or chairing a committee and the experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
Knowledge of generally accepted accounting principles (GAAP)
Ability to analyze, prepare, and present financial data and reports in a professional, timely, and effective manner
Communication and writing skills sufficient to convey complex and/or sensitive information to a variety of audiences, including MMB staff, executive leaders across the State, and elected officials
Interpersonal skills sufficient to build and maintain good working relationships with stakeholders, including senior leadership, agency partners, health care leaders, union leaders, and elected officials
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment
A bachelor's degree in accounting, finance, business administration, mathematics, economics, or public administration may substitute for one (1) year of experience. A master's degree in a similar field may substitute for eighteen months of experience. A doctorate degree in a similar field may substitute for two (2) years of experience.

At least six (6) years of experience performing accounting, budgeting, or financial management for a large, complex budget
Experience with State of Minnesota financial rules, laws, policies, and procedures
Experience with PeopleSoft and/or SWIFT
Experience negotiating contract terms and collaborating with senior executives
Certified Public Accountant (CPA)
