PM IX - Superintendent -SBCC - (2600020O) Duties: Provide care, custody,
instruction, supervision and control of the incarcerated individuals in
the state\'s only maximum-security correctional facility which includes
initial intake and booking of newly sentenced incarcerated individuals
as well as returned parole and probation violators. The Superintendent
attends regular staff access periods, where incarcerated individuals can
meet face-to-face with the Superintendent to engage in the resolution of
their issues of concern. Additionally, the Superintendent conducts daily
unescorted rounds within living areas, program, services and recreation
areas to interact with, inspect and instruct incarcerated individuals in
their daily activities while insuring safety, security and sanitary
conditions are being maintained in accordance with all applicable laws,
policies and regulations as determined by MGL, OSHA, DPH, ACA, the Joint
Commission on Corrections and any other regulatory/oversight agencies.
Responsible for final decision-making authority pertaining to
operational issues, budget management and the review of all facility
incidents ranging from the use of force on incarcerated individuals,
misconduct, violence and self-injurious behavior, to facility
maintenance issues and ensures timely reporting of critical incidents to
physical plant failures to the Assistant Deputy Commissioner. Conduct
reviews regarding the placement and status of incarcerated individuals
within the Behavioral Assessment Unit and direct classification for
placement in a Secure Adjustment Unit as determined appropriate. Resolve
outstanding issues from prior days/shifts and initiate proper response
and or preventative actions to deter repeat violations or the potential
evolution of a risk/issue to a higher threat scenario. The
Superintendent is responsible for establishing policies and procedures
that provide safety and security for incarcerated individuals, staff,
vendors, volunteers and citizens. This includes strict adherence to and
implementation/enforcement of the federal law pertaining to the Prison
Rape Elimination Act that establishes a zero-tolerance policy for the
sexual abuse and harassment of incarcerated individuals. This also
includes supervising and monitoring staff activities and incarcerated
individual interactions as well as emergency response. The
Superintendent is also responsible to provide rehabilitative programming
to incarcerated individuals that is consistent with the mission of the
Department. Manage and monitor institutional climate by serving as the
appellate authority within the correctional facility. Provide well
researched and reasoned responses to incarcerated individuals complaints
of sexual abuse or harassment, requests to establish validated conflicts
(enemy situations), grievances, and disciplinary appeals. Respond to
verbal or written concerns on virtually any other matter where an
incarcerated individual seeks reversal of a lower-level decision where
the quality of the response can deter or motivate future/heightened
misconduct. Meet regularly or communicate via phone or written
correspondence with internal and external constituents. These parties
include incarcerated individuals, their families, friends, attorneys,
medical/mental health staff, union stewards, human resource staff and
representatives from the community (state and local public safety
officials, elected officials, public health representatives, etc.).
Manage the institution\'s physical property, building, grounds,
equipment and systems through effective regular and preventative
maintenance plans. This includes establishing and maintaining a safe and
secure place for the storage of firearms and chemical agents, tools and
sharps (syringes, etc.) to mitigate an incarcerated individual\'s
ability to escape, engage in harm to themselves Partial description,
