Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness.
But we didn't stop at providing housing. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home.
Reporting to the Vice President, Property Management, the Assistant Vice President, Property Management and Administration is accountable for leading and executing the administrative operations for Breaking Ground's growing portfolio of permanent, supportive housing. This includes direct oversight and performance accountability for recertifications; lease renewals; subsidy management; and strategic rent collection to ensure portfolio stability and regulatory compliance. The Assistant Vice President also oversees and manages a portfolio of permanent, supportive housing properties, ensuring consistent operational performance, strong financial stewardship, and effective property management practices. They serve as a key liaison to internal departments and represent Breaking Ground to external stakeholders, ensuring alignment with organizational priorities and standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Leadership and Team Management
Supervise, develop, and coach the Senior Director, Administration, ensuring strong performance management and accountability for the centralized Recertification Specialists and the timely completion and quality of recertification processes
Supervise, develop, and coach Building Directors, establishing clear expectations, monitoring performance, and ensuring strong operational leadership and accountability across the portfolio
Ensure full compliance with regulatory agreements, contracts, safety and security protocols, and reporting requirements, proactively addressing risks and operational gaps
Establish and maintain systems of accountability to ensure performance standards and key performance indicators (KPIs) are consistently met, including regular monitoring, reporting, and corrective action planning
Provide on-call leadership support as needed to address urgent operational issues, ensuring timely decision making, appropriate escalation, and resolution of critical Property Management matters
Administrative Operations
Develop, implement, and continuously refine standard operating procedures, policies, and best practices for Property Management Administration
Provide oversight for recertifications, lease renewals, subsidy management, and strategic rent collection practices
Partner with Legal Affairs to establish standardized rent collection protocols and collaboratively manage complex tenant cases
Accountability for the implementation and continuous improvement of standard operating procedures, policies, and best practices for Property Management Administration to strengthen efficiency, consistency, and accountability
Provide strategic oversight of recertifications, lease renewals, subsidy management, and rent collection practices to ensure accuracy, timeliness, and maximization of rental revenue
Collaborate with Data Strategy and Quality Assurance to implement systems that support portfolio stability and building/tenant outcomes
Property Portfolio Management
Oversee property management operations for a portfolio, ensuring high-quality service delivery, operational consistency and achievement of portfolio performance goals
Maintain accountability for the financial performance of assigned buildings, including development of start-up and long-term budgets, oversight of site-level expenditures, responsible fiscal management, and maximizing revenue collection
Ensure properties adhere to city, state, and federal regulations including FDNY, DOB, HPD, DEP, DSNY, ECB, and other regulatory bodies
Accountable for oversight of properties maintaining building life-safety systems, emergency preparedness; and adhering to environmental compliance, including cooling towers, fire safety, and workplace safety programs
Ensure properties adhere to standards for preventative maintenance, janitorial programs, building cleanliness, and systems operations
Oversee incident management processes and protocols, ensuring timely response, accurate incident reporting, and consistent execution in accordance with organizational policies and regulatory requirements
Partner with Asset Management and Facilities Operations to address major maintenance projects and violations, ensuring proactive prevention, timely clearance, reduction of fines, and strengthened compliance practices
Collaborate with Facilities Operations to ensure buildings are safe, clean, and well-maintained and operating in accordance with organizational standards
Stakeholder Engagement and Representation
Foster and maintain strong partnerships with external agencies providing social services at properties and with Breaking Ground staff providing programming for tenants
Represent Breaking Ground in meetings, tours, and engagements with funders, service partners, community stakeholders, and government agencies
Ensure site leadership is prepared to conduct building tours, present program information, and engage with a variety of stakeholders
MINIMUM QUALIFICATIONS :
Bachelor's degree or equivalent experience. Master's degree preferred
Minimum of 7 years of experience in property management and/or supportive housing
Experience with social services, policy or housing development preferred
Minimum of 7 years of experience in supervisory capacity
Demonstrated ability to lead, manage, coach, and supervise others
Experience managing multiple building sites
Advanced knowledge of local, state, and federal housing and social service regulations
Advanced knowledge of funding sources for housing and social service programs
Ability to manage multiple significant priorities, including complex and time sensitive projects
Strong leadership skills, excellent communication skills, and commitment to problem solving and creative thinking
Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, Microsoft Teams, and SharePoint
Proficiency with Maintenance Connection, Site Compli, and RealPage
Self-starter with the ability to manage through ambiguity, flexibility
