Marijuana Enforcement Division
The Marijuana Enforcement Division (MED) is a dynamic and innovative regulatory agency tasked with licensing and regulating the commercial Medical and Retail Marijuana industries in Colorado. First formed in 2010 as the Medical Marijuana Enforcement Division, the MED has developed a leading-edge approach to commercial marijuana regulation and is considered a global regulatory and industry leader. The Division implements legislation, develops regulations, conducts regulatory and criminal investigations, issues business licenses, engages in outreach and education initiatives, and enforces compliance mandates using a range of intervention strategies necessary to maintain a progressive and robust regulatory framework. Job Duties: The position is part of the Data Analytics Team. The purpose of the work unit is to lead and support effective administration of Division-wide operations, provide subject matter expertise and support, and develop and employ strategies to carry out the Division's mission. The purpose of the team is to support objective and consistent implementation of the Division's strategies by facilitating data management in a professional, innovative, and collaborative manner. In addition, the work unit is responsible for tracking and reporting statutorily mandated statistics, as well as compiling data related to investigations for internal and external stakeholders.
The work unit performs various support functions related to the data created by the licensing and inventory tracking systems. The unit supports individual investigations with technical and data-related knowledge, as well as produces reports for all levels of the Division based on the data sources mentioned above.
The position will be responsible for maintaining data, systems, automation, and reporting, as the Division migrates its databases to new vendors. The purpose of this position is to apply technical knowledge and expertise to the unit in computer languages, mathematical and statistical best practices, and report development, generation, and automation through said maintenance.
Position will assist in the designing, implementation, and maintenance of projects assigned by Division management. Assists in the use and interpretation of unique and complex research applications that use complex statistical tests in building statistical models. The ideal candidate will have the ability to develop and design unique database querying models. Perform statistical analysis and, subsequently, develop data edits to ensure data's integrity. Maybe tasked to perform statistical analysis and research to reconcile anomalies in the Licensing and Case Management migration, and possibly the inventory tracking system as well. Will support investigators to identify, through application of statistical methods to available data, individuals and licensees who are at high risk of criminal and/or non-compliant activity, to inform supervisors and investigators how to efficiently utilize resources.
This position may also assist with similar functions for the Division of Natural Medicine, which was established pursuant to Senate Bill 23-290.

Minimum Qualifications:
Experience Only: Six (6) years of relevant experience in Data Analytics, Computer Science, Statistics, Mathematics, or Business Analytics or an occupation related to the work assigned to this position .
Education and Experience: A combination of related education and/or relevant experience in Data Analytics, Computer Science, Statistics, Mathematics, or Business Analytics or an occupation related to the work assigned equal to six (6) years.

Preferred Qualifications:
The ideal candidate will possess the following skills:

Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
