Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Meade, Maryland. Responsibilities Provides expert consulting support during the acquisition planning process to ensure security is considered from the earliest stages of procurement planning and that all security requirements are fulfilled. Reviews new and proposed classified contracts to identify the level and kind or secure work to be performed in contractor/vendor facilities and the kind and extent of security protection required for the programs involved. Participates in pre-award and pricing conferences to define and assess security costs as part of the cost of doing business and assists Contracting Officers in carrying out security responsibilities. Provides orientation and advisory services to ensure contractors are familiar with the commands security program. Manages physical security requirements for the Command including Secure Compartmented Information Facilities (SCIFs). Keeps contractor security officials informed of the status and progress of activities, that often will affect their operations as much as they affect the Command's operations. Maintains database records to capture relevant information on all contractor clearances and to facilitate contractors' initiation of classified visit requests in support of the Command's operations. Plans for and leads continuing inspections of contractor workspaces within USCYBERCOM/NSA areas where contractors are authorized to possess sensitive information to assure adherence to established security requirements. Specialized experience would be demonstrated by -Processing and managing security requirements for classified government contracts and ensuring compliance with industrial security regulations, standards and protocols. -Assessing security risks by evaluating costs, determining clearance actions, vetting foreign influence, and recommending access to the Command's information resources based on personnel and facility evaluations. -Delivering initial and ongoing training to contractors, ensuring compliance with changing regulations, sharing threat intelligence, and managing personnel clearances. -Leading security inspections of contractor workspaces and personnel to ensure compliance, investigating violations, and implementing corrective actions to mitigate vulnerabilities and enforce Education Some federal jobs allow you to substitute your education for the required experience in order to qualify.
