Job Summary
The Information Technology (IT) Business Operations Analyst III - Senior Subject Matter Expert (SME) responsible for leading complex operational, financial, and analytical functions across the IT organization. This role owns the development, governance, and enhancement of enterprise reports, financial analyses, and compliance processes that support effective decision-making and operational integrity. Operating with a high degree of autonomy and serves as a resource and mentor for other staff. The Analyst III partners with senior leadership across IT, Finance, PMO, Procurement, and business units to deliver strategic insights, ensure regulatory alignment, streamline workflows, and optimize organizational performance. The position provides expert consultation on operational processes, reporting methodologies, and system usage while leading cross-functional improvements and acting as a key resource for training and strategic initiatives.
Duties
Enterprise Reporting and Analytics Leadership
Own the development, production, and continuous improvement of complex, multi-stakeholder reports, including HCQI Quarterly Reports, TMP Performance Metrics, Projected Fiscal Year Completions, Mid-Month Financials, Monthly IT Roster report creation and data validation, Month-End Reporting, Reclass Reports, Program Budget & Cost Analysis, IT Actuals Analysis, and CW Reduction dashboards.
Assist in the development of financial reporting and audit support for IT Capital Labor using Project Server and SAP Financial systems, Program Life-to-Date reconciliations, and other Finance-driven requirements.
Ensure data accuracy, reconcile discrepancies, and identify trends to support strategic business decisions.
Drive future-state reporting automation (e.g., Power BI initiatives) to enhance efficiency and data transparency.
Consultation, Training, and SME Responsibilities
Serve as the primary SME for critical cross-functional processes, including Financial Approval Reviews, IRB submissions, Month-End close activities, Freeze/Unfreeze/Promotion workflows, and other PMO or Finance procedures.
Provide training, process documentation, and expert guidance to IT, PMO, Finance, and business partners to ensure consistent and compliant execution of operational workflows.
Act as a QA and business analyst SME for report development and enhancements, including BTR Online Reports, TPRP Online Reports, Fiscal Year Code Transition impacts, and weekly status reporting improvements.
Systems & Resource Data Governance
Serve as backup administrator for Project Server, supporting account creation, rate record setup, and resource scheduling actions.
Oversee quality control of resource data to ensure integrity of enterprise reporting and operational processes.
Duties Continued
Lead and improve onboarding and offboarding workflows in partnership with Procurement, Vendor Management, and ePMO.
Apply subject matter expertise in evaluating business operations and processes. Identify areas where technical solutions would improve business performance. Consult across business operations, provide mentorship, and contribute specialized knowledge. Ensure that the facts and details are correct to meet the needs of the department and organization and align with policies, standards, and best practices.
Operational Excellence and Process Improvement
Provide recommend process improvements as needed.
Lead large-scale process improvement initiatives such as streamlined onboarding/offboarding, IT roster enhancements, and future-state automation solutions.
Identify operational inefficiencies, propose innovative solutions, and lead implementation efforts across IT and PMO functions.
Provide expert operational insights for strategic projects, risk mitigation efforts, and enterprise planning activities.
Cross-Functional Leadership and Communication
Act as a senior liaison between IT, Finance, PMO, and business units, ensuring seamless communication and alignment on operational priorities.
Support backlog prioritization and strategic planning by offering expert perspective on operational risks, resource constraints, and process impacts.
Mentor junior analysts and contribute to capability development within the IT Business Operations team.
Other duties as assigned, consistent with SME-level scope and responsibility.

Education Required
Bachelor's Degree in Information Technology or Related Field
In lieu of degree, equivalent education and/or experience may be considered.

Experience
Required:
At least 4 years of experience in IT operations, business operations, or related roles.
Experience and familiar with Agile methodology in product development life cycle, Managing/maintaining scope for Jira/Tableau/Power BI reports.
Experience with Jira, Confluence, and AI tools for productivity like Copilot.
Experience in healthcare or regulated industry environments.
Demonstrated experience serving as a subject matter expert for cross-functional processes, enterprise reporting, or financial/operational systems
Skills
