Director, Financial Business Process and Systems Marketing Statement:
WMATA is seeking a strategic Director, Financial Business Process and Systems leader with Enterprise Resource Planning (ERP) experience to elevate and streamline our accounting processes and strengthen data driven reporting. This role will drive modernization across Oracle Fusion Cloud, lead critical financial operations and audits, and partner with stakeholders to advance dashboard development and data analysis.
A successful candidate will oversee accounting and payroll workflows, ensure accurate and compliant financial reporting, and enhance efficiency. The ideal candidate will bring strong ERP expertise, including experience in at least one large scale ERP implementation, advanced analytical and project management skills, with a proven ability to elevate financial operations in a complex, fast moving environment. Minimum Qualifications:
Education
Bachelor's degree in business, accounting, public administration, management or a related field
Experience
A minimum of ten (10) years of progressively responsible senior-level experience in managing, supervising, administering, and evaluating financial systems and accounting/budget programs, financial management, budgeting, or public administration.
A minimum of five (5) years of supervisory experience leading a team of professionals.
Certification/Licensure

Preferred Qualifications
Prefer fifteen (15) years of progressively responsible senior-level experience in managing, supervising, administering, and evaluating financial systems and accounting/budget programs, financial management, budgeting, or public administration.

Job Summary
The Director, Financial Business Process and Systems is responsible for the implementation of systems and processes supporting the functional responsibilities of Accounting, as well as the integration with other groups within the Office of Finance. Directs the development and/or modification of business processes to ensure well controlled cost capture enabling financial reporting, compliance with Accounting principles, policies and regulations. The incumbent will lead planning, organizing, managing, coordinating and directing personnel and activities supporting processes, systems and tools for; financial and management accounting and reporting and analysis; internal and external audit support; preparation, execution and monitoring of the monthly, quarterly and year-end closing processes and related statement production, the support of the Annual Comprehensive Financial Report; Single Audit; Capital and Dedicated Funding Agreement annual reconciliation and other Accounting reports.
Essential Functions
Plans, directs, coordinates and evaluates business processes and systems architecture that support financial operations, accounting and financial reporting. Formulates and administers the processes and systems for delivery and integration of general business operations and financial reporting of revenues, expenditures and capitalprogram progress to internal and external stakeholders.
Supports the integration of accounting transactions required for the execution of federal and jurisdictional grants management financial reporting, as well as compliance with federal and local regulations. Assists in the planning, directing and the preparation and submission of all federal financial reporting, including coordination with other financial departments and conducting the necessary systems activities to meet deliverables and business performance objectives.
Plans, develops, implements and reports on new programs associated with reimbursable projects, new service initiatives, special projects and demonstration programs. Develops, implements and monitors strategies to affect positive organizational changes and improve performance.
Works closely and in partnership with the Authority's Digital Modernization (Information Technology) department, supporting the development of dashboard and business intelligence tools (through Cognos or other platforms including Oracle Fusion reporting capabilities) that provide transparency for key financial and performance indicators. Provides subject matter expertise on data and data usage. Defines, analyzes, documents, and implements functional designs, requirements, and specifications for reporting solutions, including standard reports, underlying tables and views, and user interfaces. Leads the data analysis in uncovering data anomalies and in identifying and researching key operational data to enable efficiencies and maintain overall data quality.
Collaborates with management, support departments, end-users, and Digital Modernization to assess Business Intelligence (Bl) and Reporting requirements in order to provide technical solutions in analyzing business workflows to ensure Finance business partners are being supported and project needs are articulated and prioritized.
Supervises managers and professional staff including developing staff skills and talent, recommending applicant selection, disciplinary actions, assigning duties, directing work, and providing appropriate training. Establishes work goals for subordinates that will be measured against their performance plans and provides feedback and evaluation.

Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
