Summary This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of the Chief Financial Officer (OCFO), Finance Office (FO), with two vacancies in Silver Spring, MD. Responsibilities As a Supervisory Accountant, you will perform the following duties: Complete financial reporting, audit coordination, internal control assessment, and financial analysis through knowledge of financial management principles, policies, and practices. Utilize Generally Accepted Accounting Principles (GAAP), accounting standards, practices, methods, legislation, executive orders, department policies and directives, and other mandates in planning, directing, and managing the Bureau and customer financial management and reporting program. Partner with financial and program managers and other accountants to improve operating program effectiveness and/or maintain the integrity, accuracy and validity of accounting records and financial information. Oversee a team performing extensive analysis, review, and study of program goals and priorities to support mission requirements. Identify, assess and record short- and long-term operational needs, recommend business priorities, and advise on options and risks. Identify and evaluate whether functional requirements are being met by current operational models and/or whether new solutions are feasible. Document accounting business requirements and communicate requirements to the operational staff/teams for implementation of plans. Review and evaluate new and modified compliance-related business rules, capability-based requirements, and systems change requests. Assess the integration of accounting business requirements into automated systems to ensure requirements are standard, integrated, and comprehensive. Analyze the impact of accounting processes and systems on operations. Provide supervision and oversight by exercising delegated managerial authority to set a series of annual, multiyear, or other long-range work plans and schedules. Evaluate the work performance of subordinate supervisors and team leaders and serve as the reviewing official on evaluations of nonsupervisory employees rated by the subordinate supervisors. Requirements Conditions of Employment This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate @type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. AND SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
