Summary This Senior Executive Service (SES) position is in the Office of the Administrator, Office of National Security and Operations Coordination. About the Office of the Administrator. This is an office-centered position--you must physically report to the duty station stated in this announcement on a regular basis. Responsibilities The Office of National Security and Operations Coordination serves as the EPA's principal national security and intelligence office, providing mission-critical information, analysis, and guidance on matters of national security and intelligence. The Deputy Associate Administrator for National Security advises EPA senior leaders on matters related to national security and intelligence. They provide leadership and coordinate national security policy across the Agency, including EPA's implementation of national-level policies and the national planning frameworks, covering resilience, response, mitigation and recovery for nationally significant emergencies such as large-scale hazmat incidents, terrorist attacks, and natural disasters. Specific duties of this position may include, but are not limited to: - Developing, recommending, and determining Agency national security policies and formulating the strategies for supporting requests for staffing and financing needed to implement policies; - Overseeing national level emergency response coordination and mission resilience policies and plans in order to maintain Agency operations and continuity of essential functions; - Advising senior leaders on matters related to national security and intelligence and the managing of the Agency's Homeland Security budget; - Interpreting policies for subordinate personnel and evaluating existing programs; - Overseeing the development of the annual budget; - Representing the Agency at and on commissions, conferences, seminars, panels, and meetings with internal and external partners; - Building and maintaining professional relationships with and between Federal and State agencies, multistate organizations, industries, academia, professional groups, and the public; - Performing the full range of supervisory Human Resources duties for subordinate managers and employees. You will be required to obtain and maintain a top-secret/sensitive compartmented information security clearance. #LI-Onsite Qualifications The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a @type of work or a combination of functions directly related to this position. All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related. As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below. TQ 1 - Experience with developing and coordinating intelligence needs for a non-intelligence department or agency and working with the U.S. intelligence community (IC) agencies to provide intelligence to support programs and regions.
