The Idaho Transportation Department (ITD) is recruiting for a Financial Specialist Senior with exceptional customer service skills to join our Financial Services Division General Ledger section located at ITD Headquarters in Boise, Idaho.
The incumbent will use accounting theory and practice to ensure the agency applies Generally Accepted Accounting Principles and Governmental Accounting Standards correctly and consistently. A successful candidate for this position will be a creative problem solver that also takes initiative to see problem resolution through to completion.

EXAMPLE OF DUTIES
Assist with month-end closing process, prepare and analyze general ledger account reconciliations accurately to internal and external financial accounting systems (statewide accounting system, LUMA), as well as compliance with Generally Accepted Accounting Principles (GAAP), including resolution of discrepancies
Assist with agency monthly internal financial statements and other financial reports
Year-end financial reporting to the State Controller's Office for the Annual Comprehensive Financial Report (ACFR)
Assist with AASHTOWare and PATS interface into Advantage contract document variances
Assist in general ledger maintenance and functionality of financial ERP including chart-of-accounts, accounts receivable, accounts payable, general ledger, fixed assets, inventory, and budget
Design, modify, and implement financial accounting systems, or has a significant role in their development
Participate in developing policies and procedures for financial reporting systems and conducts research into the financial needs of ITD
Utilizes current information technology to analyze, research, and maintain financial data, develop financial documents, and resolve issues
Supports continuous improvement initiatives by driving efficient processes, improve tools and optimize system and process structures
May audit financial data for completeness and compliance with federal and state laws and regulations
Analyze technical financial problems and provide professional assistance and advice concerning their solutions
MINIMUM QUALIFICATIONS
Good knowledge of:
Accounting principles and practices
Experience:
Developing and preparing financial documents
Using a personal computer to develop, analyze, and report on financial data
Analyzing financial activities and recommending management action
MQ Specialties - Some positions may be filled by specialty areas such as:
Developing a budget and preparing financial reports
Some knowledge of state budget processes
Good knowledge of supervisory practices
Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing, and reporting
Documenting business processes
DESIRED QUALIFICATIONS
Accounting principles and practices: Minimum requirements met by at least four years of professional work experience applying GAAP, usually gained as an accountant or equivalent; OR, an associate degree in accounting AND at least two years of professional work experience as described above
Developing and preparing financial documents; Minimum requirement met by at least 1 year of experience developing and preparing financial documents such as financial statements, tax worksheets, budgets, cost analysis, audit reports, and audit work papers
Using a personal computer to develop, analyze, and report on financial data: Minimum requirement met by at least one year of work experience using a personal computer to develop, analyze and report on financial data as a regularly assigned job duty
Analyzing financial activities and recommending management action: Minimum requirement met by at least one year of full-time work experience independently analyzing financial activities and recommending management action as a regularly assigned job duty
Bachelor's degree in accounting, finance, or related field with minimum of 20 semester hours of accounting and three years' experience in financial reporting and a working knowledge of generally accepted accounting principles
Solid organization skills with attention to detail resulting in timely and accurate work products
Must be able to effectively communicate both orally and in writing
Gather data from multiple financial systems, analyze data, integrate data, validate data for accuracy and develop reports/scripts/inquiries to assist Finance team members to aid with process improvements and business decisions
Work proficiently with Excel (pivot tables) and Word
