This Policy and Systems Change Planner exists to provide operational and strategic coordination and project management for the Minnesota Department of Health's (MDH) Health Equity Division's Policy and Systems Change team (PSC). In support of MDH's health equity strategic priorities, this team works to advance and embed health equity across MDH through equitable policy making and systems change interventions in community. This position will coordinate the health equity review, monitoring, and assessment of MDH policies, procedures, and standards, and will foster sustainable incorporation of health equity into MDH policy processes through technical assistance and relationship building.
In addition to the policy focus, this position will consult on ongoing systems change initiatives led by the PSC team, will serve as a liaison between the PSC team and other core units in the Health Equity Bureau, and will support the PSC team supervisor in the tracking and evaluation of PSC activities. The position also includes the facilitation and coordination of the MDH Health Equity Advisory Leadership (HEAL) Council, ensuring operational support and alignment with agency equity goals. This role requires strong organizational skills, strong written and verbal communication skills, a deep commitment to health equity, and an understanding of the importance of relationship building and systems thinking.
In accordance with HR/LR Policy #1422 Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) , this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
This position is temporary in nature and could end at any time. The position is anticipated to last through 11/30/2027.
Minimum Qualifications
To be considered for this position, the applicant's resume/application must clearly show the minimum qualifications below.
Three (3) years of experience reviewing and developing policies in a public health, community based or government agency setting. Experience must include the following:
Experience initiating, managing, and successfully completing projects.
Experience collaborating with a variety of stakeholders, including diverse community partners.
Minimum qualifications to be assessed at interview:
Background in health equity, racial justice, and systems change frameworks.
Knowledge of the Minnesota Department of Health functions, policies, and procedures.
Flexibility and breadth of vision to accommodate competing and sometimes conflicting interests and priorities.
Ability to make recommendations on important decisions and provide evidence to support decisions or help leadership make decisions.
Degree Equivalencies
A related Master's Degree may count towards eighteen (18) months of experience; a related Bachelor's degree may count towards one (1) year of experience; a related associate's degree may count towards six (6) months of experience.
Preferred Qualifications
Skill in facilitating consensus and agreements with individuals and groups with various perspectives.
Ability to work in a fast-paced environment.
Flexibility to adapt to continuous organizational and program changes.
An advanced degree in Public Health, Public Policy, Health Care Administration or another related degree.
Experience advancing social justice, health equity and systems change frameworks.
