Responsibilities The Deputy Financial Manager (DFM) oversees and supervises the financial management activities of the Hines VA Hospital and Jesse Brown VA Medical Center. Financial activities overseen include budget, accounting, payroll, cashier, employee travel, and non-MCCF accounts receivable. In addition, the DFM supports the financial management responsibilities of the Veterans Integrated Service Network (VISN) Chief Financial Officer (CFO). The DFM works closely with the VISN CFO to coordinate financial management activities within the Network and ensure compliance with Departmental and VHA financial policies. Duties and Responsibilities: Incumbent has line authority, responsibility and accountability over Budget, Accounting, Payroll, Employee Travel, and non-MCCF accounts receivable. Provide technical support to budget formulation functions maintained at the field facility level. Participates at the management level within the VISN in overall planning and VISN management activities. Participates in a leadership capacity in the application of Continued Quality Improvement (CQI) processes tools and techniques and the conduct of analytical studies, financial analyses, program planning and outcomes evaluations. Works with VISN leadership in developing and implementing the VISN financial plan and budget. Managing and coordinating resource planning and allocation activities throughout the VISN including ensuring compliance with VACO policy and the proper use of funds. Provides support for outcomes, assessments, cost-benefit analyses, and assists with business planning and monitors fiscal viability. Ensures full compliance with all Federal Departmental and VHA financial policies, regulations and procedures. Accountable for achieving VISN financial performance goals as slated in the CFO realignment document approved and signed by the Secretary. Through assimilation of all current budgetary and accounting data, the incumbent maintains a comprehensive resource database from which optimal performance and cost effectiveness may be assessed and trends projected. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Exercises abilities in the analysis of problems, the gathering and coordination of financial information and the integration of interdependent recommendations and action. Possesses a comprehensive knowledge of ADP software systems for managerial and financial database input/retrieval/reporting in the @context of agency and general health care business policies and procedures affecting a positive impact on VISN health care programs for veterans. Requires conceptual and functional knowledge of the theories and principles of health care financial management. This includes the knowledge to develop long- and short-term business strategies for the VISN. Thorough knowledge of planning and forecasting techniques for development of financial projections and the VISN budget and serving as the primary technical consultant for all resources allocation matters in the VISN. A comprehensive knowledge of VA policies and procedures governing the management and fiscal operation of health care facilities, as well as of the range of administrative laws, policies, regulations, and precedents applicable to the administration of veterans health care programs, to advise the VISN Director and facility managers in all aspects of health care financial management. A thorough knowledge of new and revised Congressional legislation on the formulation and execution of budget. The knowledge and ability to develop and render authoritative interpretations of Executive orders, OMB guidelines and directives, and policies and precedents within and across Department lines. The ability to develop new methods and techniques of budgeting for the forecasting of long-range funding needs (e.g., 3 to 5 years or more into the future). The knowledge and ability to serve as a technical expert and consultant to top agency management officials to advise on integrating the financial and budgeting system with the programs described. Comprehensive knowledge required in planning, analyzing, determining cost benefit relationships and coordinating a great variety of functions. The ability to resolve issues where governing laws and regulations are highly interpretive and/or precedents are non-existent, obscure or conflicting and to plan and coordinate problem resolutions that involve a number of organizational entities.
