Summary Position is located within Environmental Management Service (EMS) at the VA Portland Healthcare System (VAPORHCS). Incumbent will perform duties of a general mechanic throughout areas of the healthcare system for which EMS has responsibility to include work on general equipment, high-tech equipment, and custodial equipment. This position will be required to travel to all VA Portland Health Care System sites in support of EMS Equipment Program. Responsibilities Major duties include, but are not limited to: Performs preventive maintenance on industrial equipment such as floor scrubbers, high and low speed buffers, carpet extractors, wet-vacs, vacuums, etc. Ensuring EMS equipment is maintained per manufacture guidance. Works with vendors and manufactures for maintenance of specialized equipment such as intelligent disinfection UVC robots and independent floor scrubber. Performs weekly and monthly inspection on all identified EMS Equipment. Performs overhaul and repair work on a variety of equipment. Equipment includes electrical systems, pneumatic systems, hydraulic systems, diesel-engine standby generator, electrically operated air compressors, a variety of gasoline and electric motors and pumps. The complexity of this task is enhanced by the many different @types of motors and systems, the aspect of multi user impact on the equipment and the risk of severe accident or injury resulting from equipment failure. Interprets customer and staff feedback, then diagnoses malfunctions of equipment to determine the source of trouble, the extent of repairs required, and the tools and parts necessary to complete the work. Makes repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts and components; or assisting higher-graded mechanics in disassembling, repairing, and assembling major systems, components, and operating mechanisms. Obtains standard parts by looking up replacement information in parts manuals or by making comparison with samples. Adjusts settings in accordance with specifications in manufacturers' manuals and test the completed product. Works from maintenance and repair manuals to identify maintenance and repair requirements. Performs regular inspections and first level maintenance of shop equipment such as battery chargers etc. Contracts for repairs beyond capacity of shop to support, such as extensive metal work or welding where tools to accomplish this are not available on site. Performs overhaul of motors by disassembling; fitting needed parts such as rings, pistons, bearings, valves, etc., reassembling; testing; and adjusting as required. Orders necessary parts and tools or equipment to make repairs. Assembles and distributes new equipment, EMS tools and service items such as utility and Sanitation carts, evaluates and recommends the purchase of new custodial equipment. Recommends and assists in prioritization of upgrades and replacement of machinery, tools, and equipment. Assists in budget preparation related to this work. Incumbent is responsible for maintaining tools, materials, and equipment used in carrying out duties. Maintains database of PMS, repairs, and equipment requests. Incumbent will conduct required equipment inventory listing (EIL) surveys throughout the year. The EIL and overall maintenance responsibility of the incumbent includes several hundred pieces of equipment. Assist with validation of annual and semi-annual Equipment Inventory. For all new equipment purchases assist with research, salient characteristics, and sole sourcing documentation. Assists in budget preparation related to this work. Creates equipment end user training and conducts training for all EMS personnel coordinating with Vendors and EMS Trainer. Ability to do the work of an Electrical Equipment Worker without more than normal supervision in performing the full range of duties - Qualifying experience includes: ability to work with pneumatic and hydraulic equipment. Possess basic knowledge of carpentry, electrical, and mechanical maintenance and related fields. Ability to understand ultraviolet light disinfection technology and its inherent dangers as well as the ability to perform maintenance on highly technical state-of-the-art equipment. Possess the ability to read, write and comprehend written instructions and compile reports, proficient computer skills due to the extensive number of pieces of equipment that contain computerized controls, databases, and programming. Knowledge of electricity, small engine repair/maintenance and use of basic maintenance tools such as screwdrivers, wrenches, etc. Knowledge and skill to repair and adjust control such as pressure and vacuum regulation control, time delay relays, gauges, and temperature controls. Ability to repair and adjust pressure, vacuum, and temperature gauges, switches, and solenoids. Uses manual or portable power tools for extended periods in uncomfortable positions. Equipment inventory listing (EIL) surveys require extensive walking, traveling through all parts of the main campuses and outpatient clinics, approximately 1.7 million square feet of space and recording equipment locations. Working Conditions: Incumbent will routinely work inside and outside while traveling between buildings and repairing/installing exterior items in all kinds of weather. Work is not ordinarily subject to extreme temperature. There is some exposure to bacteria laden environment as well as chance of minor cuts and bruises. Outside work may be subject to dirt and grime.
