Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Richmond VA Medical Center (RVAMC), in Fiscal Service. The MCA Site Manager is the coordinator, manager, and supervisor of the MCA program for the Richmond VAMC. Responsibilities Major duties and responsibilities of this position include, but are not limited to, the following: Developing position descriptions and performance standards for the team, monitors performance, taking disciplinary action when necessary, evaluates work accomplished, coordinates special projects, interviews, selects employees, and approves leave. Informs facility leadership, physicians and clinical staff and team members of policies and procedures of this medical center and how they relate to the Managerial Accounting Program. Resolves informal complaints, recommends promotions, reassignments and other changes in assigned personnel. Identifies developmental and training needs of staff members, ensuring appropriate access to necessary training and development opportunities. Encourages subordinates to attend continuing education and training development activities in order to obtain the number of training and/or continuing education hours specified annually. Identifies trends, accomplishments, and/or deficiencies related to the program in order to devise solutions or propose alternate courses of action. Prepares cost effectiveness studies of Medical Center operations and is responsible for the collection, interpretation and analysis of quantitative and qualitative data relevant to the program being evaluated. Analyzes the existing automated and manual systems to determine the @type of financial and clinical information available. Assesses the effectiveness of the data collection systems and develops audits of the resulting output for evaluation. Reviews and analyzes computer-generated cost, budget, and clinical activity reports on a monthly/quarterly basis in order to verify the accuracy of the data, noting trends, analyzing variances, and identifying areas for concern/improvement. Validates and analyzes national reports such as Physician Productivity Report, Cost by Treatment Specialty, Cost by Stop Code Validated by Mapping, and Workload Validation reports to determine effectiveness of clinical staff. Researches the existing medical center organizational structure in order to create appropriate staffing and cost allocations. Evaluates and makes recommendations for effective organizational changes affecting medical center and VISN functions by evaluating "make-buy" decisions regarding treatment of patients. Develops, analyzes and researches national report/data systems such as Veterans Support Service Center (VSSC), Allocation Resource Center (ARC), Office of Productivity, Efficiency and Staffing(OPES) to determine VHA consistency. For example, Person/Class verification, SPARQ tool and SQL tools, as well as reports available in the MCA/DSS data system. Utilizes specialized application software including Monarch, ProClarity, SharePoint and Access and suggests reports for VISN analysis and planning. Maintains and modifies the MCA program in order to reflect changes throughout the RVAMC organization and to comply with national and VISN standardization and requirements. Designs report formats based on discussions with top management, clinical center directors, VISN management, service chiefs, supervisors, and staff. Prepares monthly and quarterly cost and workload summary reports, which are submitted to top management. Designs cost and clinical studies, which are reflective of the services, provided to improve patient care and resource utilization. Develops and implements analysis tools for VISN using corporate data warehouse to compare trends in productivity. Oversees productivity of clinical programs, provides results and recommendations regarding the data output and organizational structure. Coordinates the training of all levels of local management in the operation and use of MCA to include department managers, service chiefs, physicians and top management. Develops, communicates, and implements instructional materials to medical center personnel responsible for providing specific information to MCA for software entry. Assists the Medical Center Cost Revenue (MCCR) manager in the use of MCA identifiers and the analysis to determine proper clinic set up for proper co-pay billing. Performs other duties as assigned.
