Summary This position is part of the Organization of the Joint Chiefs of Staff. Responsible for providing independent and objective review and analysis of program and budget submissions from the Services, Combatant Commands, and Defense Agencies as specified in 10 U.S.C. Section 153. Develops analytic products used directly to support CJCS, and/or Office of the Secretary of Defense (OSD) budget decisions as well as programming processes and budget formulation of policy changes. Responsibilities As a MANAGEMENT AND PROGRAM ANALYST(STRATEGIC PLANNING) at the GS-0343-15 some of your typical work assignments may include: Serves as the senior program and budget analyst in J8 and is a recognized authority in resource management analysis as it relates to 10 U.S.C. Section 153 to plan, conduct, coordinate and evaluate complex near, mid, and long-range resource management projects and develops technical analyses and recommendations. Presents information and balanced analyses of complex defense-related issues, characterized by analytic rigor and professional competence, to senior policy makers. Develops and leads major studies to validate and support joint manpower requests from Combatant Commands, a very broad and diverse portfolio of manpower requirements; to analyze the Medical Health Services to right-size the agency; to determine if various major installations have the ability to execute budgeted funds based on various factors such as host nation agreements, pre-construction assessments, etc. Manages the annual Joint Staff Program and Budget Review (PBR) process by ensuring issue review teams are properly staffed and that senior leader decision support material is developed and delivered to support Departmental-level budget decision meetings. Performs resource/budget analysis and reports on key force structure, programs, and budget issues. Requirements Conditions of Employment Qualifications You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Applies a wide range of qualitative and quantitative analytical and evaluative methods and techniques for planning, assessing, and improving the DoD PPBE submission and execution to align with Joint Force and Department's operational needs; Applies laws, policies, regulations, and precedents applicable to DoD programs, budgets, policies, and procedures to includes knowledge of DOD program goals and objectives; alignment to strategic guidance, the sequence and timing of key program events and milestones; and methods of evaluating the worth of program accomplishments; Applies Joint Staff, OSD, and the combatant commands' organizational structure, mission, and programs to conduct complex program analysis to ensure that changes do not impact on the mission, vision, and goals of the organization. Advanced knowledge of PPBE and DOD requirements and acquisition management principles, policies, practices, and procedures; Plans, conducts, coordinates and evaluates complex near, mid, and long-range resource management projects and develops technical analyses and recommendations. Presents information and balanced analyses of complex defense-related issues, characterized by analytic rigor and professional competence, to senior policy makers; Ensures that U.S programs and requirements are informed by and aligned with allied capabilities and mission needs of partner nations. It includes FVEY (English speaking intelligence alliance comprising Australia, Canada, New Zealand, the United Kingdom, and the U.S.), and NATO. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
