Minimum Qualifications
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Plans, implements, and administers the statewide examination and licensure program for the Horticulture & Quarantine Programs Division, ensuring compliance with regulatory requirements, program standards, and agency policies.
Independently manages daily operations of licensing and examination programs, serving as the division's primary point of contact and ensuring activities are accurate, complete, and conducted in a timely manner.
Monitors statewide licensing and examination processes to ensure consistent implementation of program policies, procedures, and confidentiality requirements.
Oversees the maintenance and auditing of continuing education unit (CEU) records, insurance documentation, and other compliance records for licensees.
Trains, guides, and monitors clerical staff on program protocols, procedures, and regulatory requirements to ensure efficient and accurate program operations.
Maintains examination procedures and guidelines, including scheduling and grading exams, and oversees related records such as property control documentation and records retention schedules.
Manages the collection, reconciliation, and documentation of fees associated with examinations, licenses, and permits, and coordinates with Management and Finance on transmittals, non-sufficient funds (NSF) matters, and divisional payroll processing.
Maintains program records and prepares official notices and correspondence to examinees and licensees regarding licensing status, compliance, and program requirements.
Evaluates program operations and recommends improvements to licensing and examination activities, collaborating with IT staff to resolve system issues and implement new procedures.
Provides administrative support for divisional operations and the Horticulture Commission, manages program priorities, schedules divisional leave, and performs additional duties as assigned; work is performed primarily indoors and requires prolonged sitting at a workstation with occasional reaching, bending, or kneeling.
Position-Specific Details:
Appointment Type: Full-time- t his position may be filled by probation or by promotion of a classified employee of the Louisiana Department of Agriculture and Forestry serving with permanent status. Applicants who are not permanent employees of the Louisiana Department of Agriculture and Forestry will be required to serve a probationary period up to 24 months.
Career Progression: This position may be filled as an Administrative Program Specialist A, B, or C.
Compensation : The salary offered will be determined based on qualifications and experience.
Location: This position is located in the Office of Agricultural & Environmental Services - Horticulture Division, in Baton Rouge, Louisiana in East Baton Rouge Parish.
