About the Indiana Department of Insurance (IDOI):
The purpose of the Indiana Department of Insurance is to protect Hoosiers as they purchase and use insurance products to keep their assets and their families from loss or harm. Consumers may need assistance with certain claim situations or just help in understanding how their policies work. Our other primary obligation is to monitor the financial solvency of the insurance companies domiciled in Indiana so that the legal promises made in insurance policies are honored. To these ends, our Department staff is committed to providing exceptional customer service for both our consumers and our companies, and to maintain a fair and objective viewpoint as we examine each issue and circumstance within our jurisdiction.
Role Overview:
This position serves as the Chief Financial Officer (CFO) within the Office Operations Division in the Department of Insurance, The CFO is charged with the responsibility of overseeing the Office Operations Division and the Agency Services Division, as well as the total fiscal management and operation of the agency.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
A Day in the Life:
The essential functions of this role are as follows:
Oversees usage of the computerized accounting system, PeopleSoft
Supervises the Office Operations Division including general ledger, accounts payable, accounts receivable, grant accounting, fixed asset accounting, procurement, telecommunications, IT, payroll duties and all other office functions
Oversees the Agency Services Division which consists of one Deputy Commissioner and 6 additional employees
Serves as a liaison with the Office of Management and Budget, State Board of Accounts, State Comptroller's Office; Treasurer of State; State Personnel Department; Department of Administration and the Legislative Services Agency
Oversees the management of the agency's federal programs and grant management and reviews reports for submission to all federal funding agencies
Provides leadership in the development and continuing evaluation and adjustment of short and long- term strategic financial objectives
Serves as a strategic partner with executive management to initiate, analyze, recommend, and implement business solutions in the areas of finance and accounting
Ensures credibility of finance team by providing timely and accurate analysis of budgets, financial trends, and forecasts
Provides consultation with and direction to staff with regard to operational matters and business practices to ensure financial practices are in compliance with state/federal policies, procedures and strategic plans
Ensures completion and compliance of budget submission, financial analysis, forecasting, and financial reporting
Implements and maintains internal financial controls to ensure compliance with Governmental Accounting Standards
Analyzes and improves the cost effectiveness of agency operations
Monitors and analyzes monthly operating budget and expenditures and develops reporting process for agency divisions

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Able to effectively communicate with internal employees as well as external individuals, both written and orally
Ability to reconcile discrepancies within department accounts
Ability to develop effective work relationships
Thorough understanding of State of Indiana accounting system
Extensive knowledge of PeopleSoft, theories, principles, and practices of governmental accounting, budgeting, auditing, and problem solving along with knowledge of fund accounting and agency organization and function
Substantial knowledge of the state government organization and function, in addition to understanding how to accomplish goals efficiently
Extensive knowledge of theories, principles and practices of governmental accounting, budgeting and auditing
Extensive knowledge of agency organization and function
Thorough understanding of fund accounting and grant reconciliation
The ideal candidate in this role should minimally have either:
a Master's Degree and 7+ years of experience, or
a Bachelor's Degree and 9+ years of experience, or
an Associate's Degree and 11+ years of experience, or
at least 13+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
Broad knowledge of finance, accounting, budgeting, and cost control principles, including Generally Accepted Accounting Principles
Extensive knowledge of state and federal accounting, budgeting, and applicable laws, policies, and procedures
Strong knowledge and ability to use automated financial and accounting reporting systems, including PeopleSoft Financials
Ability to formulate sound recommendations and make appropriate decisions with consideration of potential impact on operations
Ability to establish and maintain effective working relationships with all levels of management;
Thorough knowledge of grant management and administration
Thorough knowledge of procurement procedures, public administration, and business management;
Thorough knowledge of applicable federal and state laws, policies, and procedures
Specialized knowledge of state government administrative structures
Specialized knowledge of policies and procedures
Ability to prepare complex reports and graphs
Ability to recognize problems with processes and to create or modify new procedures
Ability to effectively communicate complex theories and principles to a broad audience both orally and in writing
Ability to analyze expenditures and determine cost effectiveness
Ability to lead, mentor, develop and manage subordinate staff
