GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a full-timeDistrict Maintenance Engineerto serve in the District 3 Maintenance Program. This position provides leadership and supervision to maintenance staff responsible for all snow removal operations and highway-related maintenance projects throughout the district. The District Maintenance Engineer plays a critical role in supporting the department's mission to deliver a safe, high-quality, and effective transportation system for the traveling public.

Represents program/department at the local, departmental, state, regional, and national levels.
Formulates and develops policies for the Maintenance Program.
Develops and manages the budget for the Maintenance Program.
Develops and coordinates strategic long-range planning for the Maintenance Program.
Provides for the development and growth of employees.
Responds to the public, legislative officials, contractors/consultants, governmental agencies, and others.
Manages the Maintenance Program resources.
Administers permits, licenses, and agreements.
Coordinates, develops and makes recommendations on new or revised departmental specifications and policies.
Develops and provides training for other programs, agencies, or outside entities.
Implements new and evolving technologies.
Responsible for the management of multiple projects and activities.
Works with others to resolve departmental conflicts.
Directs research and development activities related to departmental goals.
Establishes training schedules.
Follows projects from plan review through final certificate and occupancy.
Works with other agencies or external entities.
Assists with establishing specific maintenance project budgets and the road section budgets.
Negotiates project contract costs.
Represents agency at meetings.
As an active participant in Agency management, monitors and guides the progress of projects.
Affixes PE stamp to work completed.
Ensures efficient delivery of high-quality construction project designs.
Ensures adequate contract administration of project designs.
Development of the district State Transportation Improvement Plan (STIP).
Ensures adequate staffing to plan, coordinate, and execute the district's transportation Maintenance Program.
Qualifications
PREFERENCES:
Preference may be given to those applicants with demonstrated skills in customer service, both written and verbal.
Preference may be given to applicants willing to demonstrate excellent skills in oral communication and public speaking.
KNOWLEDGE:
Knowledge of department policies and practices, federal regulations, and current practices of government management.
Knowledge of applicable laws, rules, regulations, and/or policies and procedures.
Knowledge of principles and processes relating to organizational planning.
Knowledge of work leadership and management to effectively evaluate, make decisions, and direct work activities.
Knowledge of processes to plan, develop, and administer projects.
Knowledge of advanced leadership is necessary to work well with all members of the Department, outside agencies, and the public.
Knowledge of materials, methods, and tools/equipment involved in the construction or repair of highways.
Skill in making engineering calculations and highway construction planning and design.
Skill in leadership techniques.
Skill in decision making.
Skill in social perceptiveness, active listening and persuasion.
Skill in conflict resolution.
Ability to coordinate and schedule projects and appropriate resources to ensure timely and efficient administration of construction tasks.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
4-6 years of progressive work experience (in Engineering) with acquired knowledge at the level of a Staff Engineer
Certificates, Licenses, Registrations:
Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)
