This position provides advanced Human Resources services to managers, supervisors, and HR staff at the Minnesota Department of Veterans Affairs in the areas of agency compensation and Human Resources Information Systems (HRIS) administration.
Key responsibilities include:
Administering agency compensation program
Managing HRIS security access and system administration
Conducting ad hoc reporting and data analysis
Performing HRIS audits and ensuring HR data integrity
Serving as the subject matter expert (SME) for SEMA4 transaction processing and table management
Supporting labor relations contract and compensation plan administration
Delivering related training and guidance
This role also leads process improvement efforts to optimize HR business operations and increase efficiency.
Additionally, the position coordinates the implementation of new and existing HR tools, with a strong focus on streamlining processes through technology and electronic systems. Responsibilities include carrying out delegated authority from Minnesota Management, conducting internal audits related to HRIS, compensation, and security, and supporting the ongoing development and enhancement of HR systems within the agency.

Minimum Qualifications
Two (2) years of Human Resources (HR) experience, demonstrating the following:
Experience in compensation administration including managing salary structures, performing internal equity and market analyses, and determining pay-setting for new hires, promotions, and demotions.
Experience in Human Resource Information Systems (HRIS) data management and reporting using tools such as Microsoft Excel (pivot tables, charts, and graphs), Oracle Business Intelligence Enterprise Edition (OBIEE), Mobius or similar database reporting software, sufficient to create, modify, and analyze complex management reports.
Experience managing system access and user permissions, ensuring role-based security compliance.
Applicants who meet the above requirements will be further evaluated based on the following:
Knowledge of human resource functions sufficient to bridge technological gaps and uphold compliance standards.
Experience interpreting employment laws, regulations, and policies related to compensation, classification, recruitment, selection, hiring, movement of, and/or retention of employees.
Critical thinking skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, and communicate results.
Demonstrated experience in developing standards of work, including the creation of comprehensive guidelines, manuals, or "how-to" documentation for HR processes.
Preferred Qualifications
Knowledge of State of Minnesota HR policies and Federal and State laws related tocompensation principles and practices.
Knowledge with State of Minnesota HR policies, practices, and procedures.
Experience using SEMA4 (or a similar database) for human resources, including the management organizational structures and data tables within.
Experience working in a unionized/public sector environment with demonstrated ability to interpret and apply collective bargaining agreements and compensation plans.
Demonstrated ability to solve problems, make decisions, and set priorities to meet deadlines.
