Position Overview: The Department of Conservation and Recreation (DCR) seeks qualified applicants for the position of Long-Term Seasonal Civil Engineer I - Construction Access Permits to enable DCR to properly manage outside the impacts of outside entities on DCR property. General Statement of Duties and Responsibilities: This position will require independent work and decision making in collaboration with the supervisor and Construction Permit team. Staff in this position will be responsible for conducting field investigations such as those needed to gather information needed to resolve construction, maintenance, environmental or traffic problems related to the insurance of Construction Access Permits.? This staff member will also coordinate with permitting staff to resolve issues with non-compliance.? They will also inspect construction operations, such as drainage, steel placement, paving or concrete to ensure that work is being performed according to specifications and in conformance with DCR construction permit requirements. Detailed Statement of Duties and Responsibilities: Anticipated tasks and responsibilities include: Site Inspection Review and confirm Scopes of Work prior to the start of work Coordinate check-ins with contractors Monitor ongoing work in compliance with permitting conditions Perform field observation of Contract work Report on any problems in the field Review completed work Other duties as assigned Project Coordination Visit job sites to familiarize self with project and location Establish site contacts Update permits team on project progress Conduct on-site meetings with contractors and other DCR staff. Familiarity with, and willingness to travel throughout, the Commonwealth Possession of a current and valid Class D Motor Vehicle Operator's license About the Division of Design and Engineering: Continuing over a century of visionary land stewardship, DCR's Division of Design & Engineering (D&E) collaborates with colleagues within DCR, other agencies, and communities across the state to plan, design, build, and maintain a diversity of outdoor recreational experiences and unique landscapes throughout the Commonwealth. In addition, our staff is responsible for maintaining public infrastructure including dams, seawalls, parkways and park roads, sidewalks and trails, and stormwater systems. This requires employing a diverse range of talent including architects, engineers, landscape architects, planners, tradespeople as well as business, finance and administrative support who work together to support D&E's mission. Applicants must have at least (A) two years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils, and materials or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required experience. II. A Bachelor's or higher degree with a major in civil engineering or civil engineering technology, may be substituted for the required experience. NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
