POSITION DETAILS
Founded in 1971 in Long Island City, Queens, LaGuardia Community College is one of seven community colleges of the City University of New York (CUNY). LaGuardia offers more than sixty associate degree programs and more than fifty workforce training, ESOL, GED, and pre-college programs. In 2023, LaGuardia served approximately 24,000 students. More than one-third of LaGuardia's degree-seeking students are born outside the United States; they come from 136 countries and speak 43 heritage languages. Sixty percent are first-generation college students.
Virtually all LaGuardia students are ethnic minorities (89 percent), 58 percent are women, 27 percent are over the age of 25. Forty-six percent of associate degree students are Hispanic. Upon graduation most students transfer to four-year colleges, typically in CUNY, to complete their baccalaureate degrees. Graduates of career programs such as Nursing, Computer Technology, and Veterinary Technology enter the workforce. The Office of Business and Finance at LaGuardia Community College aligns planning and budgeting to maintain and develop the College's financial, human, and physical resources. It ensures timely, accurate information for decision-making by senior leadership and oversees internal controls and audits.
LaGuardia Community College is seeking a highly skilled and dedicated financial executive to join its leadership team. Reporting directly to the Senior Vice President for Finance and Administration, the Assistant Vice President (AVP) for Business & Finance will provide strategic guidance and analytical expertise in the planning and administration of all resource allocations across various funding sources at the College. The AVP will work in close partnership with the senior leadership of the College, affiliated corporate entities, fiscal officers at the City University of New York, and relevant constituent groups as required.
The AVP for Budget & Finance oversees all business and financial operations at the College, including developing and managing a multi-year resource plan. This role involves strategic and tactical planning to support college-wide and departmental priorities, as well as creating, communicating, executing, and monitoring operating budgets aligned with these plans. The AVP also collaborates with senior leadership, faculty, students, and administrators to fulfill these responsibilities.
The primary duties and responsibilities associated with this position include, but are not limited to:
Oversees the operations of the Budget, Accounting, Bursar, Procurement, and Accounts Payable Offices, consisting of 42 full-time and 10 part-time staff members;
Ensures that the college complies with accounting guidelines so that financial statements are accurately represented;
Implements strategic budgeting practices aligned with the College's strategic plan.
Designs and manages systems to support integrated, all-funds resource planning, encompassing a range of funding sources and vehicles such as Tax Levy, Non-Tax Levy entities, Income Fund Reimbursable accounts, and Research Foundation 7th and 9th ledgers;
Prepares and submits plans, operating budget requests, and reports as needed or required;
Establishes realistic assumptions for revenue and expenditures and conducting predictive budget modeling to understand funding dynamics, ensuring program stability and growth of resources;
Executes, monitoring, adjusting, and managing operating budgets through proactive written and verbal communication and strong partnerships with departmental budget managers and senior leaders;
Creates and presents comprehensive written and oral reports detailing planning processes and budget performance;
Develops, interprets, disseminates, and maintains budgetary policies;
Collaborates with the College's and Human Resources/Payroll offices to reconcile data and maintain integrity in budget tracking.
Leads, motivates, and supervises a team of planning and budget professionals-including staff in the Office of the Bursar, Accounts Payable, Revenues, and Non-Tax Levy Accounting-to achieve departmental objectives;
Assists in the implementation and ongoing development of LaGuardia Community College's Strategic Plan;
Directs the campus-wide Internal Control self-assessment process and overseeing institutional audits;
Monitors student accounts in accordance with university tuition and fee guidelines;
Performs additional related duties as assigned.
This is an existing position within the CUNY Executive Compensation Plan, subject to applicable University policies for job performance, salary, and benefits.

QUALIFICATIONS
This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience.
PREFERRED QUALIFICATIONS
A Bachelor's degree and eight (8) to ten (10) years of experience, in finance administration at a large and complex organization or an institution of higher education are required. At least five years of experience must have been in a position of progressively responsible management in finance administration, at a large and complex organization or an institution of higher education.
Education: Master's degree in finance, accounting, or related field (preferred).
Technical Skills: Familiarity with ERP systems (e.g., Workday, PeopleSoft), financial modeling, and regulatory compliance.
Leadership: Strong strategic planning, team development, and stakeholder engagement skills.
Experience must include strategic financial planning, analysis and management, along with demonstrated effectiveness in resource planning, budget modeling, application of appropriate fiscal management systems and technologies, data analysis, project management and presentation, and leadership in budget development and communication.
A strong customer service orientation and attention to details are required, along with excellent analytical, oral, written and interpersonal communication skills. Must have sound supervisory skills and experience as well as a consultative management style with the ability to foster a cooperative and collaborative work environment, take the initiative to make decisions, resolve problems, and work effectively with all levels of staff and constituents.

Salary commensurate with education and experience.
