Role Overview:
The Sr. Vice President, Data and Analytics establishes and drives strategic leaderships and executive accountability for the Office of Commerce (and its corresponding agencies') data through centralizing and strengthening economic development and workforce data capabilities, modernizing data operations, improving data-to-insight efficiency, and impowering internal and external stakeholders to make data-informed decisions.
This position directs, leads, and is responsible for the evolution of the Office of Commerce and its agencies' data strategy, analytics, and insight capabilities through direct oversight of the following units:
Strategy, Governance, and Privacy - delivers and evolves data strategy, implements data governance, and embeds privacy controls in current and future processes.
Research - conducts research and provides descriptive analytics regarding jobs, wages, occupations, economic development, etc.; publishes workforce data on Hoosiers by the Numbers website.
Advanced Data Analytics - provides predictive and prescriptive analytics to inform program decisions and policy implications.
Workforce and Economic Development Insights - provides insights based on research data to bridge the gap between skills of the local workforce and regional economic growth; make complex economic development and workforce data accessible, trustworthy, and timely.
Salary Statement:
The salary for this position starts at $140,000 and is commensurate with education or work experience.
A Day in the Life:
Direct strategic oversight in delivering and evolving enterprise data strategy.
Lead data strategy and delivery, as well as managing, training, and upskilling staff and maximizing associated contractor value while increasing internal capacity through managing contracts (e.g., Indiana Business Research Center, etc.).
Provide clear accountability and serve as point of contact on data matters for the Office of Commerce, its agencies, and external stakeholders.
Ensure optimization of data value across the Office of Commerce and its agencies.
Provide oversight of the development of AI governance model and capabilities.
Provide thought leadership of economic development and workforce data.
Lead the innovation of data usage and delivering timely, relevant, and predictive insights, including transition from historical reporting to predictive analytics.
Ensure the infrastructure is in place to enable evidence-based program and policy decisions.
Provide sophisticated, cross-functional analyses by enabling the teams to leverage advanced techniques such as predictive data modeling.
Provide data-informed decision making, eliminating inconsistencies, and conflicting information.
Provide strategic leadership and direct team; supervise progress of project work and provide regular feedback, ensuring quality of deliverables; provide training and development through performance management.
Responsible for oversight of budget allocation and expenditures.
Ensure appropriate leveraging of administrative records.
Cross agency relationship development to best connect data shares.
Develop narrative for compelling storytelling that exhibits data models.
What You'll Need for Success:
Education:
Bachelors degree in Data Management, Data Privacy required; Masters degree preferred
Experience:
7+ years' experience in Data Governance and Information Quality, advanced data analytics (multivariate and predictive modeling), data management, risk and compliance management, data privacy, data security, data sharing (legal and technical knowledge)
Previous leadership experience in strategy development, identifying and driving business outcomes, operational efficiency, talent management and budget management
Experience with
Certified Data Management Professional
Certified Information Privacy Professional/Manager
Familiarity with lean management and organizational change management
Knowledge of:
Cloud computing (AWX, GCP, or similar)
Metadata Management and data lineage tools (Talend, Informatica, Colibra, Atlan, or other)
Analytics software (SPSS or similar)
MS Office suite - Outlook, Word (Mailmerge), Excel, Teams
BI and data visualization tools (Tableau, Power BI, or similar)
AI tools
Legal knowledge of data sharing
Ability to:
Communicate and collaborate with cross-functional teams within the Office of Commerce (and its corresponding agencies) and other state government agencies (MPH, IOT, etc.)
Move from simple data analysis to analyzing complex casual relationships, predictive modeling, and generating insights in lieu of / in addition to reports and dashboard.
Establish data maturity, careful data validation, and set up principles of AI readiness
Understand technical language and translate it into business terms
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
