At the Office of State Examiner, Municipal Fire and Police Civil Service, we are responsible for administering an effective, cost-efficient civil service system based on merit, efficiency, fitness, and length of service, consistent with the law and professional standards, for firefighters and police officers.
The Administrative Program Specialist A position is a highly responsible position within the Office of State Examiner, Municipal Fire and Police Civil Service, the performance of which includes the exercise of discretion and independent judgment involving major aspects of the Testing and System Resources Division of the agency.

Minimum Qualifications
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
This position will accept, review, approve, deny, and maintain applications for online examinations submitted to the Office of State Examiner for administration through the online platform. The incumbent determines if the applicant meets the minimum qualifications set out in the municipal civil service law. The incumbent must follow the annual legislative session to ensure any changes in the minimum qualifications are implemented in the application process. Incumbent will notify applicants of the approval or denial of online testing eligibility. Coordinates with ProctorU to grant applicants access to the online testing platform. Notifies applicants of equipment requirements necessary for online testing.
Maintain integrity in the online testing process by reviewing reports from ProctorU concerning academic integrity violations and writes recommendations when a potential violation has occurred.
Maintains and updates the statewide eligibility list maintained by the OSE from online testing. Ensures the statewide eligibility list complies with municipal fire and police civil service law. If non-compliance is found, revise the eligibility list to bring it into compliance with the law. Provides reports of eligibility to fire or police chiefs when requested. Provides notification to applicants of test score upon certification by State Examiner. Makes recommendations of any needed modifications/changes in the portal system. Advises the administration when workflow adjustments are needed for improvement in efficiency and/or user experience for the online examination process.
Works closely with the Human Resources Consultant Specialist and Human Resources Consultant Supervisor over Act 38 duties and responsibilities.
This position will serve as a back-up in the following duties:
Score test in a secure, efficient manner and ensure the security of testing materials. Prepare for examinations administered by the OSE with a high degree of independence and accuracy.
Upload data from scoring system and notifies State Examiner when certification of scores is available. Upon completion of the scoring procedure, will analyze the data to determine if a test review is necessary by the Human Resources Consultant Specialist.
Assures examination materials are properly prepared in appropriate order by test, date, and jurisdiction such that a test administrator can properly account for examination materials. Prepare score reports for certifications by the State Examiner to be provided to local municipal fire and police civil service boards. Creates reports by data utilized in the evaluation of exam performance, including statistical analysis of all exams. Provide reports to fire and police chiefs of individual and group analyses of examinations results for the betterment of the services. Ensure all tests material is accounted for and stored in the secure vault at the beginning and ending of each day.
Coordinates program information by maintaining grading database. Will be required to ensure data is accurate. Examine the statistical data related to race and sex for exams and report any potential adverse impact on a protected group. The individual will produce reports and ensuring information integrity. Works closely with the Assistant Division Administrator.
Manage the mail functions of the Office of State Examiner. In managing the mail operations of the OSE the incumbent will ensure all operations and process for mail, including but not limited to review of postage machines, making recommendations for new equipment or machinery, maintain the funds account related to postage, and ensures all quality control. Transfers funds to posting machine through the Postage by Phone program with Pitney Bowes. Retrieves and distributes mail daily.
Manage the printing functions of the Office of State Examiner by reviewing and determining what testing material needs duplication, determining the processes and timelines for duplication necessary for optimization of the processes. The individual will have control to determine any needs necessary to improve efficiency, quality control, and operational processes of the printing responsibilities.
