Summary This position is located in Nursing service at the VA Medical Center in Louisville, KY. The incumbent serves as primary timekeeper performing a wide range of payroll duties in the preparation of electronic timekeeping within the medical center. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Major duties include, but are not limited to: Preparation and accuracy of timecards for approximately 250-300 employees (full time, part time, intermittent, fee basis for Title 5 and Title 38 employees, and Title 38 Hybrid; Preforms timekeeper duties; Performs a full range of standard and nonstandard clerical assignments such as receives calls and visitors; receives, reviews, and distributes incoming mail; establishes and maintains office files; assists with licensure certification of RN's and LPN's ensuring that the appropriate paperwork is routed and tracked and communicates with the Nursing service managers, Human Resources, and the employee to ensure that licensure regulations are met and maintained; Assists with clearance of employees by coordinating process with the employee's nurse manager, making appointment for the clearance, using the appropriate forms as approved by the facility Medical Center Memorandum (MCM), by completing the preliminary calls to services when allowable, and following fiscal service guidelines; Monitors and reports time and attendance for numerous pay plans and @type of leave; Utilizes a computerized scheduling software program (Scheduler Builder); Prepares, maintains, reviews, and certifies time and attendance reports for a variety of pay plans, @types of leaves and special pay situations; Tracks and maintains various logs for military leave, LWOP, fee employees, advanced leave packets, unscheduled hours, maintains a file for return to duty, leave donor program, and is responsible for ensuing that timecards and corrected cards are certified timely on timecard day; Works closely with payroll, Chief, Fiscal service, and other timekeepers in order to maintain exception list within the last pay period; Performs other duties as assigned. Qualifications TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to @type at least 40 words per minute. AND SPECIALIZED EXPERIENCE: Applicants must possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties of a Time and Leave Clerk (Office Automation), and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-4) in the Federal service. Specialized experience processing and maintaining attendance and leave records for employees, knowledge of pay and/or leave rules, regulations, procedures, programs, and system requirements and using office automation software such as Microsoft Office (Word, Excel, and Outlook) to enter and retrieve data, prepare documents, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR EDUCATION SUBSTUTATION: Have you successfully completed 4 years of education above the high school level? This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university This education must have been obtained in an accredited technical school, junior college, college or university for which high school graduation is the normal prerequisite.
