The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.
This position is part of the Edge Operations team within the Office of Technology Services (OTS) - Network Communication Services. It serves as one of two technical managers responsible for directing highly complex network and voice infrastructure support within a designated geographic region. This critical role provides leadership and direct supervision over engineering and field personnel who support the operation, deployment, and maintenance of network infrastructure, hosted voice platforms, and legacy telephony services at state agency offices. The incumbent is expected to ensure timely service delivery, resolve incidents efficiently, manage project execution, and maintain accurate service inventories and billing data. The manager works closely with other NCS teams, EUC, and vendor partners. Responsibilities also include participating in change management processes, procurement planning, budgeting, and the development of operational policies and procedures.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Seven years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR
An associate's degree in information technology plus five years of experience in information technology or administrative services; OR
A bachelor's degree plus five years of experience in information technology or administrative services; OR
A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR
A master's degree plus four years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Manages Regional Network and Voice Operations
-Manages technical personnel responsible for supporting highly complex edge network and voice infrastructure at agency offices.
-Manages personnel assignments and workload distribution across agency service requests, incident response, MAC deployments, and project work, ensuring effective staffing across both network and voice operations.
-Assigns service priorities, defines areas of responsibility, dispatches technicians, and approves maintenance schedules.
-Monitors regional workload trends and validates inventory and billing records to support operational reporting, forecasting, and accountability.
-Determines and arranges for adequate technical training and support tools.
-Oversees regional administrative functions including leave approvals, performance evaluations, and property inventory management, in alignment with agency policies and staffing plans.
-Ensures that all project documentation is completed thoroughly and in a timely manner.
Provides Technical Leadership and Escalated Support
-Provides technical leadership and escalated support for highly complex incidents involving network or voice infrastructure across OTS-managed user locations statewide.
-Oversees service restoration activities performed by technical staff, ensuring appropriate resolution steps such as configuration updates, equipment replacement, or cabling repair are implemented effectively. Maintains oversight of communications with affected agency contacts and Agency Relationship Managers (ARMs) throughout the resolution process.
-Engages vendor resources when issues exceed internal expertise and works in close coordination with the NOC to identify anomalies and take proactive measures to prevent service disruptions.
-Coordinates with other OTS operational groups to assist in service restoration and ensures all trouble ticket and billing information is accurately updated.
-Provides oversight and direction for the execution of highly complex network projects, service provisioning, and maintenance efforts, ensuring that assigned staff adhere to established timelines, technical standards, and procedural requirements.
-Performs hardware and software upgrades, architecture or design changes, legacy system consolidations, and the implementation of new technologies and services.
-Collaborates and cross-trains with Network Architects on configuration designs, and synchronizes knowledge sharing across OTS teams including the NOC, End User Computing (EUC), Data Center Operations (DCO) and other NCS teams.
-Participates in Core/Data Center project planning and incident response activities; provides subject matter expertise to assess the impact of core-level network changes on edge services, and documents related adjustments to regional support procedures.
Architecture, Standards, and Emerging Technologies
-Participates in the development and application of network and voice design strategies, deployment playbooks, and statewide configuration standards in coordination with senior architects and central engineering teams.
-Documents field implementation practices and contributes to design and architecture reviews.
Emergency and Disaster Response Support
-Manages essential personnel providing voice and network support during declared emergencies and disasters.
-Contributes to the development and testing of disaster recovery plans and procedures for core and data center infrastructure.
-Provides operational support for agency Emergency Support Functions (ESFs) to ensure continuity.
-Coordinates disaster recovery activities with other teams and stakeholders.
Participates in Operational Policy and Procedure Development
-Contributes to the ongoing refinement of internal operational policies such as maintenance standards, change control, deployment practices, documentation workflows, and service quality protocols.
-Participates in the development of organizational processes and procedures, including the service order process, change management protocols, significant outage procedures, and on-call policies.
Supports Procurement and Budget Planning
-Leads or participates in the selection of network and voice hardware, software, and services.
-Assists in the development of Invitations to Bid (ITBs) and Requests for Proposals (RFPs) and makes recommendations for purchases based on technical suitability and operational needs.
-Supports line of service rate development and prepares annual budget estimates for equipment, software, and services required to maintain effective operations.
-Serves as a LaCarte purchasing card (P-card) holder or approver, with full responsibility for adhering to all relevant procurement policies and procedures.
Research and Professional Development
-Engages in on-the-job training and instruction to build expertise in advanced and complex communications technologies.
-Performs independent research on emerging technologies for statewide applicability and provides findings to management in support of long-term planning.
-Develops and maintains in-depth knowledge of current and emerging communications technologies relevant to OTS's enterprise network infrastructure.
Performs Other Duties as Assigned
-Performs special projects, technical analysis, studies, and planning assignments as directed by OTS leadership.
