Summary The Deputy Chief Information Officer, Chief Technology Officer position is located in the Office of the Chief Information Officer. In this role, the incumbent serves as the principal innovator to develop and drive our technology strategy, advance information systems/technology and innovation across DOC. Responsibilities The incumbent will serve as a forward-thinking, key advisor to the CIO who will advance the DOC IT strategic mission, policy, and technology needs by: Directing and executing the advancement of the Department's culture of innovation and driving the adoption of technologies that transform business models, products, and services across DOC. Leading a team of professional Architects, Information Technologists, Program Managers, and Management Analysts in the assessment, design, and successful deployment of systems, technologies, and frameworks to meet the DOC mission. Assessing current, emerging, and transformative technologies, IT service delivery models (including shared services and cloud computing), and IT management best practices. Developing strategies and migration plans aimed at both Department-wide enterprise use and IT portfolio management. Leading the collaborative development of business cases, as well as cost and reimbursement models supporting the implementation of multi-organization shared services, infrastructure consolidation initiatives, and migration to emerging IT service delivery models (including cloud computing). Managing internal organizational and Department-wide activities, resources, projects, and programs focused on the application of new and emerging technologies. This includes IT trends and industry best practices in the areas of Artificial Intelligence (AI)/Generative AI, Data Science, Customer Experience (CX), Zero Trust Architectures, and new Federal mandates and Executive Orders. Serving as a technical strategic advisor on projects requiring high-level strategic technical vision, management evaluation, and oversight. Developing written policies and procedures for new mandates and technologies, the acquisition, development, and implementation of new systems and services, and the modification of existing systems. Interpreting and applying Federal laws, regulations, Executive Orders, and other policies/guidance to address agency-specific needs, ensuring these are communicated effectively agency-wide. Leveraging business relationships with key government partners and technology companies to advance DOC OCIO technology initiatives and meet strategic objectives. Communicating effectively to bring together internal and external groups with diverse interests to meet common goals. Requirements Conditions of Employment Must be a U.S. Citizen or National. Must possess the ability to communicate this strategic and technical information to executives, subordinate staff, congressional staff, auditors, industry leaders, and Federal partners with both technical and non-technical backgrounds. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
