This position manages and directs ECN's program administrators who support the statewide 911 Program, providing strategic leadership, stakeholder support, and policy oversight for Minnesota's 911 program. This role is responsible for guiding the adoption of statewide 911 initiatives in the emergency communications environment, ensuring operational success, local preparedness for next generation 911 (NG911), and fostering collaboration among diverse stakeholders including public safety answering points (PSAPs), local public safety agencies, vendors, and policymakers.
Monitor/coordinator externally facing support for 911 stakeholders, including but not limited to: public safety answering points (PSAPs); county GIS staff; first responders; sheriffs/police chiefs; fire chiefs; EMS leadership; county commissioners; Statewide Emergency Communications Board members, committees, regions, and staff. Provide support to PSAPs to ensure statutory requirements are met. Supervise 911 Coordinators (In-house and contracted).

Minimum Qualifications
Five (5) years of progressively responsible leadership experience including managing programs, strategic planning, and directing the work of staff for a service-drive organization. Experience may include:
Knowledge in principles of administrative management sufficient to plan, organize, and direct human and fiscal resources to achieve full productivity under changing circumstances.
Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
Broad knowledge of budgeting, contracting and grants management, and legislative processes sufficient to ensure compliance and efficient use of resources and make legislative proposals to achieve program objectives.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.
Experience reading and interpreting state and federal laws, rules, and requirements and operationalizing changes in fiscal or reporting requirements.
Must have previous management experience or leadership (preferably in a union environment) and ability to communicate effectively and build relationships and foster consensus.
Preferred Qualifications
Preferred experience in a 911/emergency services call center or as a first responder.
Technical expertise in PSAP operations, technologies, and best practices preferred; knowledge of statutory and regulatory environment of 911 is a plus.
Understanding of telecommunications is desired but not essential.
Demonstrated experience working in or closely with a public safety profession including dispatch, law enforcement, fire, emergency medical and/or emergency management.
Physical Requirements
Requires occasionally moving and transporting 50-pound items and frequently moving and transporting objects such as heavy tools and heavy file boxes. This job may require positioning self to move to a significant degree across rough terrain or may involve maintaining a stationary position for extended periods.
