This position participates in the design, development, implementation and coordination of activities, functions, operations and process and procedures of the compliance and feedback portal to ensure compliance and continuous quality improvement process to comply with the requirements of the Minnesota African American Family Preservation and Child Welfare Disproportionality Act (MAAFPCWDA). This position is responsible to respond to constituent requests and conduct compliance reviews/assist with compliance and quality improvement processes in collaboration with the CSP administration staff, counties, and other stakeholders, primarily in the areas of welfare where a child is identified as African American, or another disproportionately represented population as defined under Minn. Stat. 260.63 Sud. 4 and Minn. Stat. 260.63 Subd. 10. This position plays a significant role in compliance and advancing/improving practice specific to the application of laws, regulations and best practices related to working with African American and other disproportionately represented children and families, e.g., MAAFPCWDA regulations and guidelines.
This position works closely with the administration staff, constituency staff, county agency directors and staff in carrying out primary responsibilities and achieving improved performance for being compliant with the Minnesota African American Family Preservation and Child Welfare Disproportionality Act through legislative requirements set forth in Minn. Stat. 260.61 to 260.693, and any other statutes related to maltreatment, child safety, and permanency.
This position, in collaboration with other administrative staff and key stakeholders is responsible for maintaining mechanisms for communicating key findings from compliance processes and ongoing child welfare needs including, training, policy, and practice improvement needs that relate to the Administration management.
Responsibilities include:
Supporting the development, implementation, and monitoring of the new compliance complaint portal system in constituency. Once established, receive, process, review for complaints received through the feedback and compliance portal in accordance with the Minnesota African American Family Preservation and Child Welfare Disproportionality Act and assess response levels, actions and needs.
Analyze data related to complaints received through the feedback and compliance portal in accordance with the Minnesota African American Family Preservation and Child Welfare Disproportionality Act and the determined response levels, actions taken and prepare internal and external summary reports.
Participates in building organizational effectiveness capacity of the Minnesota African American Family Preservation and Child Welfare Disproportionality Act compliance process, improvements and ensure strategic alignment of compliance programs with the mission, vision, goals and priorities of the Administration, consistent with MAAFPCWDA.
Partner with other administrative staff to use information gained from compliance reviews to lead, collaborate, design, develop and implement models and products for compliance and quality improvement including specified best practice guidance and training for child welfare practice and performance in Minnesota.
Provide other support and complete other duties as assigned to support the mission, vision and values and carry out the responsibilities of the unit, administration and department.
Minimum Qualifications

Three (3) years of experience in social work and/or case management in child welfare (i.e. safety, foster care, and or adoption). Experience must demonstrate:
Knowledge of federal and state child welfare statutes, particularly child protection and out-of-home placement.
Experience in strategic planning and best practices for quality assurance programs.
Knowledge of qualitative and quantitative analysis sufficient to evaluate program results, and ability to apply research to program improvements.
Experience working with diverse communities experiencing overrepresentation and disproportionality in the child welfare system.
A Bachelor's degree in human services, social work, child welfare practice or a related field may substitute for 12 months of experience.
OR
A Master's degree in in human services, social work, child welfare practice or a related field or a related field may substitute for 18 months of experience.
Preferred Qualifications

Experience working in the Social Services Information System (SSIS).
Direct child welfare experience working with the Indian Child Welfare Act (ICWA).

Strong child welfare experience in county or tribal social service agency working specifically with safety, foster care and/or adoption.
Experience participating in or leading agency child welfare initiatives and projects.
