Responsibilities Analyze, evaluate, and select the best method of contract delivery of construction contract for wide variety of conventional and complex multi-purpose project. Conducts cost estimation/cost analysis, evaluation and negotiations of complex and costly modifications and claim. Lead negotiation with contractor for new contract and participate in the most difficult negotiation of modification as a representative of the Contracting Officer. Prepare Finding of Fact with exhibit for claim, which are anticipated to be lengthy, complex and/or contain unusual cost factor. Prepare estimate for monetary claim, which are anticipated to be forwarded to ASBCA for a decision on merit and/or quantum. Monitor preparation and/or submission of documents necessary for timely contract closeout in accordance with contract requirements. Specialized Experience:One year of specialized experience in the Federal service which includes: 1.) construction management (quality and schedule management and technical issue resolution), and 2). construction contract administration (scoping and negotiation of modifications, submittal review, and payments), and supervision of subordinate professional employees. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
