Position Description
The Operations Manager is responsible for overseeing the daily operations of natural gas pipeline facilities within the Rawlins Operating Area. The reporting location may alternatively be based in the Rock Springs area. This role encompasses all operational activities, staff performance management, safety leadership, quality control, budgeting, and ensuring full compliance with regulatory requirements.
The Operations Manager also serves as a key point of contact for high-profile customers of Kinder Morgan's CIG and WIC assets across western Wyoming, including the I-80 corridor and the region extending north from Rawlins to Elk Basin.
Direct reports include three Operations Supervisors, one Damage Prevention Supervisor and an Administrative Specialist.
Essential Duties and Responsibilities
Manages 14 compressor stations, approximately 1,200 miles of pipeline and 24 personnel, including four Supervisors, to ensure safe and efficient operations across a broad geographic area.
Oversee activities of outside contractors operating on company property or within company right-of-way to protect company interests.
Oversee pipeline and station operations to achieve goals within budgeted funds and available personnel.
Plan and organize workloads and staff assignments; reviews progress; and adjusts priorities and schedules as needed to ensure efficient and timely completion of work.
Participate in the selection and promotion of staff, salary change considerations and disciplinary matters; conducts performance evaluations.
Coordinate safety and emergency response programs, including new-hire orientation and training.
Develop short- and long-range plans, goals and objectives for the operation.
Coordinate with internal departments, governmental agencies and customers.
Manage projects within the assigned area of responsibility.
Ensure compliance with all applicable local, state and federal regulations affecting pipeline system operations.
Review contracts for work near company facilities to ensure company property is protected, including leases, foreign crossing permits, highway expansions and other right-of-way intrusions.
Coordinate company responses to outside contractor activities, including site inspections, markup of as-built drawings and confirmation of scope of work.
Oversee inspections of station and pipeline facilities to ensure compliance with maintenance, housekeeping, environmental and safety requirements.
Oversee general pipeline system maintenance, as well as DOT and environmental compliance activities within the area of responsibility.
Position Requirements
Education
High school diploma or equivalent required.
Bachelor's degree preferred, especially in Engineering or Business Management; equivalent work experience may be considered.
Experience / Specific Knowledge
A minimum of ten years of well-rounded experience in pipeline system operations, maintenance and/or engineering is highly desirable.
Strong time-management skills are essential for identifying priorities and ensuring all job requirements are met.
Management and supervisory principles and practices.
Gas pipeline system operations and maintenance.
General engineering principles, including drafting, piping, valves and hydraulics.
Practices, procedures, regulations and techniques relevant to all operational functions.
Regulatory requirements for DOT-regulated facilities.
Environmental laws and regulations related to pipeline operations, including FERC requirements.
Maintenance restrictions involving wetlands, marsh areas and major water-body crossings.
EPA laws and regulations applicable to RICE and Turbine MACT units.
Certifications, Licenses, Registrations
Must maintain a valid driver's license and a driving record that meets Company policies and insurability requirements.
Must comply with any applicable licenses, certifications, or training required by local, state, or federal agencies or the Company.

Physical Demands
Must be physically capable of meeting all training requirements mandated by local, state, or federal agencies and/or Company policy.
Must be able to survey and inspect facilities, work areas and work processes under varying weather and temperature conditions while wearing required PPE.
Working Conditions
Extended periods of sitting may be required for planning and administrative tasks.
May be required to climb steps and ladders and to walk, bend, and stoop routinely to access and inspect facilities.
Work areas may include hot indoor environments and remote outdoor locations with variable and heavily vegetated terrain.
Must carry a cell phone and be able to respond to after-hours, weekend, and holiday issues, including emergencies, while maintaining access to required equipment, documents and tools.
Must be willing and able to travel as required.
