GENERAL DESCRIPTION:
This is a mid-level engineering position in the Planning Section within the Air Quality Resource Management Program for the Air Quality Division (AQD). This position reviews environmental impact statements and other air quality related documents performing environmental engineering reviews, communicating and coordinating with other state and federal agencies, and preparing technical comments. The incumbent will also serve as a member of the IMPACT data management system team. The incumbent will also participate in cross-functional projects within the AQD as well as external workgroups. Work is performed under moderate supervision.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Completes detailed technical evaluation of National Environmental Policy Act (NEPA) documents using reasoned engineering judgment, including evaluation of industrial processes and air pollution control practices, engineering
calculations related to emission rates and air pollution control equipment properties, air dispersion modeling, and process simulation models.
Provides technical support to other state and federal agencies, environmental consultants, industry personnel, and the general public during the NEPA process.
Collects data, and prepares engineering studies, reports, and summaries for a variety of projects with varying levels of complexity.
Reviews technical documents for compliance with requirements of the State.
Ensures that work activities meet project technical and policy requirements, state statutes and federal regulations.
Reviews and distributes environmental review letters requesting comment as needed to other Division staff.
Confers with supervisor and colleagues, presenting and resolving problems or questions, discussing plans and actions to be taken.
Participates as a representative for the Division in adaptive environmental management and mitigation and monitoring workgroups.
Develops metrics, reports, and queries as needed by management.
Conducts special tasks, such as process improvement research, development of data analysis tools, and specialized information requests.
Prepares information, documents, and outreach material relating to Wyoming's air resource and air quality information management.
Serves as part of the project team for the enhancement, development, and maintenance of the IMPACT data management system, including assisting with requirements gathering, review of information and deliverables, and tracking development features
Serves as part of the project team to implement the IMPACT data management system, including assessing process and operational issues, developing procedures and guidance, and addressing air quality data management needs.
Provides customer support for internal and external users in person and via phone calls and e-mails to answer technical questions to ensure receipt and management of high-quality regulatory data.
Enhances industry adoption through training to establish accounts and electronically submit air quality applications, reports, information, and inventories.
Assists with public record requests.
Qualifications
KNOWLEDGE:
Knowledge of and an ability to read, research, interpret and apply Federal and State environmental and NEPA laws, rules and regulations as well as State policies and procedures.
Knowledge of state regulated industries as well as the associated air emission units, processes, and controls.
Knowledge of environmental concepts, state and federal statutes and rules, particularly as it relates to air quality.
Ability to critically assess, in detail, written documents and technical work products, including scientific studies and modeling results.
Ability to apply reasoned engineering/scientific judgment to evaluate data associated with regulated facilities and scientific studies.
Proficient written, spoken, and electronic communication skills.
Strong computer application and program skills in spreadsheets, databases, word processing, web browsers, and communication.
Knowledge of relational databases and VBA and SQL is preferred.
Ability to work as a member of a team of professionals.
Detail-oriented; ability to discern, track, and organize pertinent information while working simultaneously on multiple projects with various deadlines and objectives.
Skill in interpersonal relations with industrial personnel, the general public, and internal staff.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (in Engineering)
Experience:
0-3 years of progressive work experience (in Engineering) with acquired knowledge at the level of an Engineer I.
Certificates, Licenses, Registrations:
Engineer in Training (EIT) License or Fundamentals in Engineering (FE) Required.
Necessary Special Requirements
PHYSICAL WORKING CONDITIONS:
Some travel may be required.
Must have a valid driver's license.
Ability to read and work on a computer.
