Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Division of Data Systems (DDS). As an Information Technology Specialist (Applications Software), GS-2210-13, you will be responsible for performing a wide variety of duties related to the design, development, programming and maintenance of software and pricing files related to CMS Original Medicare payments. Responsibilities Develop, implement and maintain advanced software applications in area of responsibility, which includes support of Medicare Part A and/or Part B Original Medicare service payment systems. Perform complex data analysis and validation. Translate business and policy requirements into technical solutions. Provide technical input and recommendations to support application design and analysis. Collaborate with internal and external partners to support project execution and system functionality. Requirements Conditions of Employment Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Designing, coding, testing, and maintaining application software using object-oriented or data-focused programming languages to implement business or payment rules; (2) Developing and maintaining programs that perform quantitative data analysis or calculations and validating outputs to ensure alignment with business or policy requirements; AND (3) Interpreting policy or business requirements from stakeholders and translating them into technical specifications or software solutions. In addition to the qualifications listed above, you must have IT-related Basic Requirement experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
