JOB SUMMARY
This position is responsible for directing and controlling Signal resources-including labor, materials, and equipment-to ensure safe, efficient, and cost-effective operations, maintenance, installation, testing, and construction of Metro-North signal systems at all wayside right-of-way locations and yards.
The position has direct responsibility for planning, directing, budgeting, managing, and coordinating the activities of the three Signal Maintenance organizations, as well as the Inspection and Repair Shop. This role ensures effective training, maintenance, testing, replacement, upgrades, and expansion of Signal Systems.
DUTIES AND RESPONSIBILITIES
Provide leadership and direction to the Signal Department workgroups in the execution of the maintenance, testing, installation, training and repair associated with requirements for the Metro-North operational and corporate functions.
Ensure all Signal Department workgroups meet budget and schedule requirements in the execution of the work related to the signal systems.
Coordinate and provide leadership by managing the interactions, requirements and needs of the Metro-North, training group and succession planning for the C&S department.
Responsible to manage, plan and recommend the Signal Infrastructure modifications and system improvements necessary to support current and future goals of the operation and corporate functions.
Support current and future PTC implementation, testing, inspection, and maintenance to achieve best industry practices.
Provide leadership and direction in the implementation of Enterprise Asset Management Systems for Signal Equipment Repairs and Inspections.
Provide a lead in supporting Metro-North Safety Program through the execution of required activities and policies associated with personnel working along or on the railroad right-of-way and other locations.
Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

KNOWLEDGE, SKILLS AND ABILITIES
Strong oral and written communication skills.
Strong working knowledge of Microsoft Office and/or comparable applications
Develop and manage service and equipment database inventory.
Strong analytical skills in order to analyze new and existing products, equipment and/or procedures.
Must be able to recommend improvements or replacements to better support the signal systems.
Strong Knowledge of FRA policies and procedures.
Must be able to work in a high-profile/high-pressure environment.
Strong interpersonal skills with the ability to interact with internal departments and outside agencies.
Must be able to implement and participate in Metro-North Railroad's Priority One Safety Program.
Must be available 24-hours 7 days as required.
The following is/are preferred:
Familiarity with Metro-North Policies and Procedures.
Familiarity with Metro-North collective bargaining agreements.
REQUIRED EDUCATION AND EXPERIENCE
Bachelor's Degree in Arts/Sciences (BA/BS) in Electrical Engineering or related technical curriculum. Demonstrated equivalent experience, education and/or technical credentials may be considered in lieu of degree to include four (4) additional years of relevant experience.
Minimum 10 years of experience in management or supervision overseeing the installation and maintenance of signal systems.
Minimum 7 years' experience managing or supervising a professional staff/a diverse workforce and/or projects

OTHER INFORMATION
Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying. Additionally, eligibility to interview is contingent upon maintaining a satisfactory record of job performance, attendance, and disciplinary conduct.
