This corporate service line position reports directly to the UPHS Corporate Director of Emergency Management and Safety
Programs, As the Corporate Manager of Business Continuity Management (BCM), you will be a member of UPHS's Emergency Management and Safety Management team. The Corporate Manager of BCM, will define and apply the company's unified business continuity management objectives, by working closely with the program leadership team, partner organizations, technical staff, and business units. Leveraging strong technical, communication, and leadership skills, the candidate will bridge business continuity, emergency management and disaster recovery into a cohesive whole. By applying a strong background in the full lifecycle of business continuity management the Corporate Manager will design and implement scalable solutions that align to the company's goals and effectively address business objectives and requirements.
Within this role, the Corporate Manager of BCM, is responsible for operational Business Continuity (BC) management and Disaster Recovery planning and have general oversight for the enterprise to proactively monitor and improve the programs, maintain compliance, and increase business engagement and awareness. This will be accomplished in part through working proactively to address operational discipline, business processes, and procedures, aimed at improving the effectiveness of the enterprise response and recovery capabilities. This role will partner closely with the Corporate Manager of Emergency Planning to ensure appropriate engagement and escalation protocols to support incident response and recovery. This role will coordinate with UPHS Corporate Leadership, Information Technology Leadership, and entity leadership to consult on the design,
development and deployment of tools and capabilities to meet evolving business needs. During crisis situations, in collaboration with Emergency Planning the Corporate Manager of BCM will update and consult with Executive Committee members on recovery declaration, material changes to operations and recovery progress.
Accountabilities
Direct and create the enterprise strategy for business continuity management, which includes the various disciplines of business continuity, crisis/emergency management and disaster recovery. Plans, develops, organizes, implements, evaluates, and directs assigned portions of the University of Pennsylvania Health System (UPHS) Business Continuity Management (BCM) plan, in accordance with current applicable Federal, State and local standards, guidelines, and regulations as well as established policies and procedures as guided by the various Hospital and/or entity Safety
Committees under the direction of the Corporate Director of Emergency Management and Safety. Assists entity Facility Directors by maintaining, developing and monitoring the performance of BCM plans for UPHS that help establish compliance with key Joint Commission and CMS requirements for Business Continuity Planning.
Coordinates with internal partners and external consultants to develop and operationalize business continuity planning objectives, that includes completion of Business Impact Analysis that provides fundamental, foundational information to formulate strategies regarding departmental response and recovery for Business Continuity Plans and IT Disaster Recovery Plans. This also includes the initial creation of a set of service recovery tiers, definition of recovery metrics, and mapping of services into tiers based on function. Works with UPHS Information Technology to Identify IT services and service level objectives. Facilitates the full integration of BCP information and data collected into a functioning software platform that will help expand the scope the program into the department level of all UPHS entities.
Create and manage the business continuity management budget to achieve strategic objectives and financial targets. Provides business opportunity analysis, assesses potential markets and developments projects for use in new initiatives and/or market opportunities. Direct and ensure efficient and successful completion of enterprise-wide annual BCM lifecycle components to ensure compliance with regulatory controls. This includes program governance, risk assessment, business impact analysis, strategy, planning, exercise/testing, training/awareness and ongoing program/process improvement
Direct and provide oversight of the matrixed IT Disaster Recovery Program and staff to ensure alignment with enterprise business continuity objectives and long-term strategy. Direct development of program documentation in support of the program and meeting regulatory requirements. This could include policies, procedures, frameworks, templates and work instructions across business continuity, emergency response/crisis management, and disaster recovery. Oversee the standards, SOPs, playbooks, escalation protocols, etc. for the business continuity management organization to facilitate response capabilities.
Direct reviews and select enterprise business continuity management systems, tools and services to ensure effective planning, testing and recovery. Direct and ensure control self-assessment framework for business continuity, emergency response/crisis management, and disaster recovery. Coordinate annual audits and other regulatory reviews of UPHS's business continuity management program. Establish and nurture senior leader and executive relationships in partner organizations. Identify interdependencies and build processes and procedures to partner with peers in key organizations such as HR, IT, Legal, Compliance, Travel, Government Affairs and Communications.
Oversee the design and implementation of the federated business continuity management structure and functions across the enterprise. Direct development and oversee enterprise training on business continuity management practices for all employees involved in business continuity. Oversee delivery of tactical, operational 24x7x365 programs for enterprise response and recovery. Ensure timely delivery of after-action reports.
Design and deliver metrics and measurements supporting program evolution, validation and business awareness. Identify potential growth problems and mature operational continuity practices so they scale. Provide leadership and methodologies to solve problems and lead program strategy. Implement processes, procedures and systems that will help ensure that the company's continuity capabilities remain in compliance with all laws, regulations and best practices. Evaluate, design and deploy integrated systems and technology that support response, intelligence, service delivery and organizational strategy.

Minimum Requirements
Required Education and Experience
Bachelor's Degree in Business Administration, Risk Management, Engineering, Safety Management, Fire Protection Engineering or related educational discipline and 5+ years Relevant Experience is required
Or
Master's Degree in Business Administration, Risk Management, Engineering, Safety Management, Fire Protection Engineering or related educational discipline. And 4+ years Relevant Experience
Licenses, Registrations, and Certifications
Certified Business Continuity Professional (CBCM) is preferred
Certified Healthcare Provider Continuity Professional (CHPCP) is preferred
Required Skills and Abilities
Excellent communication and interpersonal skills. Works well in team environment as lead or team member.
Working knowledge of healthcare emergency management, disaster recovery and integration with coalition planning partners, as well as state and federal agencies- (including, but not limited to) TJC, OSHA, CMS, PA DOH.
Recognized expert in Risk Management, Business Continuity Planning, Emergency Management with extensive experience in assessing, developing, and implementing effective BC programs.
Experience in applying principles of Business Continuity, Emergency Management, IT Downtime Recovery.
Experience with crisis management, business continuity and disaster recovery systems. Including experience developing, integrating and deploying enterprise systems. And familiarity with BC in the Cloud, Live Process, Fusion, Veoci, Everbridge (including VCC and SafetyConnect), Keylight/Lockpath, and Lenel experience
Experience and knowledge in the following areas: Hospital Incident Command, Hazard Vulnerability Analysis, Business Impact Analysis, Common IT Applications
