Summary The Chief Health Informatics Officer (CNIO) executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and, influence the organizational healthcare mission. Health Informatics (HI) is a multidisciplinary and integrative field that focuses on health information management and information technology (IT) in support of health and health care. Major duties include but not limited to: Establishes a formal informatics leadership presence at the facility level. Ensures leadership in the implementation, sustainment, and daily operations of the medical facility's Health Informatics (HI) Service so that health information issues affecting the delivery of care are clearly articulated and raised appropriately for action. Optimizes effectiveness of patient care delivery and systems management in support of the Veterans Health Administration's (VHA) mission and goals. Serves as the primary advisor to the Medical Center Director, Chief of Staff (COS), Associate Director, Nurse Executive, Assistant Director and other members of the executive leadership team. Oversight of one or more informatics areas within the organizational structure. Supports the integration and collaboration of all professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Collaborates with interdisciplinary team members, including other program and service leaders at the facility and Veterans Integrated Services Network (VISN). Establish and maintain effective relationships with all levels of Veteran Affairs (VA) staff nationwide. Qualifications Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) Preferred Experience: Clinical Experience: 5+ years of broad clinical experience in various inpatient clinical settings, outpatient clinical settings, and nurse administration/leadership settings. Health Informatics: Experience in VA, DoD, or multi-hospital networks with demonstrated success in EMR optimization, governance, and change management. Prior CHIO experience desired but not required. EHR Implementation & Optimization: Hands-on experience with and optimization efforts with Federal EHR systems (Cerner Millennium or VA/DoD platforms). Experience with other EHRs is a plus. Operational Leadership: 3-5 years of experience managing multidisciplinary teams and resources. Governance and Compliance. Experience with clinical governance committees and how informatics decisions can affect accreditation. Data Analytics and Performance Improvement. Experience with clinical analytics, dashboard development, and applying healthcare data to performance improvement. Education and Training: Certification in informatics or advanced degree in informatics is preferred. Change Management and Stakeholder Engagement: Experience leading change initiatives. Grounding in fundamental information systems concepts, including the systems development life cycle (SDLC), the evolving capabilities of health IT, and both technical and non-technical issues surrounding system implementation.
