JOB REQUIREMENTS: ESSENTIAL FUNCTIONS: Responsible for balancing and
reconciliation of assigned areas of the General Ledger. Establishes and
maintains accounting systems and procedures in accordance with County
policy; makes recommendations on the implementation of departmental
accounting system revisions to increase efficiency and effectiveness;
establishes and maintains effective accounting controls. Assists in
completing tasks for other financial staff. Trains staff on policies and
procedures in order to ensure accurate financial information. Reviews
and reconciles financial ledgers and records; prepares financial
statements and reports, general and subsidiary ledgers and supporting
schedules; researches and resolves discrepancies. Develops and document
business processes and accounting policies to maintain and strengthen
internal controls. Coordinates complex accounting projects and
initiatives with other members of the finance team or with other
departments. Serve as a resource in preparing supporting documents and
analysis of the County-wide budget and/or if assigned to a specific
department or project assist in preparing department specific budget
documents. Monitor overall receivables county-wide and/or if assigned to
a specific department assist with monthly billing, including the
collection of past due accounts. Reviews and maintains accounting
controls by following policies and procedures, complying with Federal,
State, and local financial legal requirements Responds to public
inquiries and complaints in a courteous manner; provides information
within the area of assignment; resolves issues in an efficient and
timely manner or refers to Assists with Year-end process, journal
entries, reconciliation and completes mandatory annual financial
reports. Maintains Capital Asset records and systems. Other duties as
assigned. Additional Duties assigned to Senior Accountants: Provides
subject matter expertise regarding GASB, GAAP, and other specialized
financial guidelines as well as County policies and procedures as it
relates to assigned finance functions. Monitor budget for various County
departments and projects; determines if funds are available and
expenditures properly classified; researches and analyzes transactions
to resolve budget problems; prepares final budget document for
management approval and distributes to departments; inputs approved
budget amounts into appropriate computer system and determines carryover
balances. Reviews and analyzes capital expenditures and ensures
accuracy. Performs grant administration; develops annual plans for
grants; verifies and ensures compliance with relevant regulations and
requirements; prepares periodic reports to granting agencies. Create
entries for grant accruals and other related entries. Prepares annual
and other required reports. Analyze financial data and develop reports
and models to forecast future trends, revenues, and expenses for use by
Departments, Administration, and Supervisor Committees. REQUIRED JOB
COMPETENCIES: Knowledge of the principles, theories and concepts of
accounting including Governmental Accounting Board Standards (GASB) for
all fund @types. Skill in preparing accounting transactions, financial
statements, and reports. Skill in applying accounting principles to work
activities in a municipal accounting system. Skill in conducting
thorough analytical work, including designing statistical analyses of
budgetary information. Ability to research and analyze detailed
information and make appropriate recommendations. Ability to develop

SENIOR ACCOUNTANT: Knowledge of accounting, budgeting, and auditing
principles (including GASB rules and GAAP standards) and methods in
their application to a government accounting system. Knowledge of and
experience with budget preparation and procedures for a multi-department
organization. Knowledge of governmental accounting and auditing methods,
procedures, and financial practices. Knowledge of County programs,
funding sources, and specific regulations governing expenditure and
revenues. Knowledge of the County and Department\'s operating
requirements, policies, procedures, and practices; and local, State, and
Federal regulations related to department programs and operations.
Knowledge of principles and practices of budgeting, fiscal management,
project management principles and techniques. Skill in analyzing complex
administrative information and issues, defining problems and evaluating
alternatives and recommending methods, procedures and techniques for
resolution of issues. Ability to prepare, recommend and monitor an
operating budget, including line-item budgeting. ** OTHER
EXPERIENCE AND QUALIFICATIONS: Accountant: Bachelor\'s Degree in
Accounting or related field with two (2) years of accounting experience.
Equivalent combination of education and experience which provides
necessary knowledge, skills, and abilities may be considered. Senior
Accountant: Bachelor\'s degree in Finance, Accounting, Public
Administration, or Business Administration with three (3) years\'
progressively responsible municipal accounting or finance experience.
