Summary This position is in the office of Facilities Management Service (FMS) at the VA Southern Oregon Rehabilitation Center & Clinics (SORCC), White City, Oregon. The Administrative Officer/Fleet Manager is responsible for managing the administrative activities within the Facilities Management Service and the administrative staff that perform them. S/he independently develops and advises on administrative requirements for a large, complex organization. Responsibilities This position supports the Office of the Chief of FMS and the following departments: Occupational/Safety Department, Green Environment Management Systems (GEMS) Program, the facility Environmental Rounds Program, Work Orders Program and Fleet Program for the 145-acre facility including 58 buildings, boiler plant, utility distribution systems and the facility Emergency Management Program. Major duties include but are not limited to; Manages the overall leadership and direction of the Facilities Management Service (FMS) administrative section. Serves as the principal advisor on all administrative management matters associated with the service programs and operations, including collaborative efforts with other clinical and nonclinical services. Actively participates in developing and implementing administrative management policies and strategic planning for the department. Determines courses of action pertaining to administrative issues. The incumbent supervises one GS-0503-06 Budget Technician; one GS-0303-05, Program Support Assistant; one WG-5703-06 Motor Vehicle Operator, and one GS-0303-06 Administrative Support Assistant. Originates, develops, establishes, maintains, and coordinates systems to effectively manage administrative matters within FMS, in support of and consistent with the needs of the SORCC. will use extensive knowledge and skill in carrying out administrative functions for a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, administrative laws, policies, regulations, and precedents applicable to the administration of local, regional, and national programs. overseeing the work or completing the following items in a creative, organized manner for timely processing and/or control of funds for: maintenance contracts, projects, requests for supplies, services and equipment, timekeeping, staffing and personnel matters, gasoline credit cards, utilities, and Consolidated Memorandum Receipts (CMRs). Responsible to the Chief, Facilities Management Service for the attainment of FMS goals established for administrative functions. Responsible for coordinating activities of the Administrative Section with other Sections within the Service. Manages and operates a complex fleet of motor vehicles ranging from subcompact sedans and station wagons to heavy trucks, busses, para-transit vehicles, and special purpose vehicles for the SORCC and two Community Based Outpatient Clinics (CBOCs). Works closely with the Operations Supervisor to develop detailed programs for the service, storage and maintenance of the equipment and its usage. Incumbent has responsibility for overseeing FMS fiscal activities. Reviews the annual budget submission and justification prepared by the Budget Technician and makes recommendations to the Chief. Responsible as the Approving Official for the IFCAP budget control system in FMS. Develops, establishes, and oversees methods to forecast annual budget/costs (approximately $2.5 million), and implements cost effectiveness and efficiency in all activities, to arrive at lower expenditures and resulting in improved budget estimates.
