About The Work Unit:
The Office of Human Resources (OHR) provides strategic, tactical, and operational services to implement a comprehensive integrated departmental human resources (HR) program that maximizes productivity, diversity and inclusion, and a positive work environment while minimizing liability and risk in the department. Services include establishing and consulting on departmental talent management policies and processes (job evaluation, compensation practices, selection); interpreting and complying with the State Personnel System rules and policies as well as state and federal employment law; employee and labor relations (dispute resolution, performance management, discrimination complaints, and labor agreements); organizational and professional development (training, engagement, mentorships and career development, succession planning); time off and benefits administration; employee wellness and safety; and technical operational support (HR systems, onboarding/off boarding, transaction processing).
What You Will Be Doing:
The Human Resources Specialist provides professional human resources work required for recruitment and selection activities, job evaluation that allocates positions, designs and delivers HR training, education and other human resources consultation. The position implements personnel rules and shares information and advice on human resources issues and best practices and participates in the development/modification of departmental human resource plans and programs.
Provides oversight over the recruitment and selection process to ensure compliance with employment laws and State Personnel Rules
Performs job analyses to determine critical knowledge, skills, and abilities for positions
Drafts and complete job postings
Designs and coordinates the numeric comparative analysis process to determine the top group for the manager to interview
Provides technical assistance and consultation to hiring authorities and subject matter experts in all areas of recruitment and selection
Correspond with hiring managers and applicants on the status of positions
Assist in developing talent pipelines and sourcing candidates
Provide input into the development and revision of HR selection procedures
Attend job fairs and community events to promote recruitment
Reviews appeals pertaining to recruitments, gather information and respond to DPA when appropriate
Advise managers on writing position descriptions in order to meet target classification
Evaluate position descriptions to classify the position and determine FLSA exempt/non-exempt status
Communicate the results of job evaluation to managers and supervisors
Consults with managers on appropriate compensation for new and promoting employees, analyzing compensation for compression and Step Pay determinations
Designs, develops, updates and delivers HR-related training programs and course materials on a variety of human resources related topics in collaboration with all work units within the Office of Human Resources (OHR).
Provides professional instruction and facilitation to internal partners via webinar or classroom settings to ensure consistent understanding and application of HR policies, procedures and best practices.
Conduct training needs assessments and consults with HR/TA teams to identify knowledge gaps and workforce needs development.
Coordinates training sessions by scheduling participants, technical advisors, and presenters, reserving facilities, arranging materials and equipment, and ordering supplies and refreshments as necessary.
Develop and administers evaluation tools to assess training effectiveness and continuously improve HR learning programs.

MINIMUM QUALIFICATIONS:
Experience Only:
Six (6) years of relevant experience in full life cycle recruitment and hiring process, job analysis, job evaluation, and providing human resources training and consultation to staff and management or other closely related experience.
OR
Education and Experience:
A combination of related education in Human Resources, Psychology , Sociology, Business Administration, Public Administration and/or relevant experience in full life cycle recruitment and hiring process, job analysis, job evaluation, and providing human resources training and consultation to staff and management equal to six (6) years.

Preferred Qualifications:

Strong analytical skills with experience using recruitment metrics to influence decisions.
Strong communication skills ( written and verbal)
Conditions of Employment:
Pursuant to CDPHE policy, a background check is required for all positions at CDPHE.
