Summary You will serve as a Civil Engineer in the Infrastructure Acquisition Support Branch (Code 1022), Infrastructure Division (Code 102), Corporate Operations Department of NSWC PHILA DIV. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will manage the overall budget, schedule, and progress of approved and funded facility projects, and promote timely delivery to the technical/functional department, while coordinating with all service providers as appropriate. You will prepare detailed Statements of Work, Performance Work Statements, and construction estimates comprising the technical requirements necessary to execute and complete facility-related projects and services. You will study, assess, and prepare written technical analyses and evaluations in support of contract actions related to facilities and building systems. You will generate cost estimates, prepare cost analyses, and develop manpower requirements. You will create electronic drawings using AUTOCAD showing layout of spaces, existing conditions, and proposed work as part of defining the technical requirements communicated in Statements of Work or Performance Work Statements. You will be required to communicate effectively both orally and in writing. You will work with the service providers to monitor the execution of the work to ensure that schedules are maintained and make determinations of required project deviation and take corrective action as required. You will perform a full range of engineering duties with systems used in and around land-based engineering/test sites, industrial facilities, multi-story buildings, and physical plants for operational, test and evaluation, research and development. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer leading infrastructure repair or modernization projects to provide technical requirements and to ensure compliance with contract requirements. Examples may include preforming Sustainment, Repair and Maintenance (SRM) activities on facilities, utilities, and grounds; maintaining and repairing infrastructures such as: Heating, Ventilation, Air-Conditioning (HVAC); electrical supply and distribution; roofing; plumbing, fire alarms, industrial cooling water, and elevator equipment and systems; and annotating drawings/sketches, writing statements of work, and preparing construction/repair cost estimates to support the technical requirements of facility projects. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
