Summary The supervisor of the Manpower team is a member of the VISN 6 Human Resources Management Office. The incumbent serves as a technical expert and senior advisor and supervises a team that supports VISN position management and manpower data system capabilities within HR Smart. Temporary Promotion/Detail Not to Exceed One Year: May be extended to additional periods with the possibility of permanent placement as determined by agency policy; or may end prior to one year as determined by network need. Responsibilities Duties for this position include but are not limited to: Provides creative and technically sound solutions to challenging problems including high visibility and critical issues. Leads the development of business processes, system requirements, and directives/policies to support new, enhanced workforce management capabilities. Serves as a senior advisor on VISN-wide manpower technology initiatives and is responsible for providing expert technical assistance and in the successful development, deployment, training, and support for new automated manpower technologies and integration of systems within VHA. Consults with VISN leadership to identify needs and develops national tools and knowledge products to meet those needs. Ensures position managers and broader HR community has the appropriate training and tools to maintain an accurate position inventory. Responsible for "1st Line of Defense" activities for position management. Designs and evaluates preventative and detective internal control activities for the entire VISN. Monitors and evaluates consistent implementation of and compliance with VHA policies and procedures. Defines risk exposure and determines corrective actions. Implements quality improvement initiatives. Works in collaboration with VHA Manpower Management Office to close recommendations from the Office of Inspector General, the Government Accountability Office, and other internal and external assessments. Formulates program goals, plans, policies, and procedures dealing with the development and deployment of VISN wide position management, manpower, and workforce planning requirements. Validates studies to support new system-level long-term position management, manpower management, workforce planning, succession planning, and financial forecasting capabilities. Provides overall direction and vision to subordinates, teams, workgroups, and peers. Compiles and presents specific strategies to address any leadership or workforce gaps identified in the analyses. Provides direct supervision to subordinate Management and Program Analysts employees. Assigns work to subordinate employees. Ensures technical accuracy of work products. Prepares performance standards, evaluates performance, conducts progress and annual appraisals, and initiates performance counseling as needed. Manages employee conduct and behavior and initiates disciplinary counseling or more serious corrective actions when appropriate. Monitors and approves/disapproves leave. Recommends employees for awards or recognition when appropriate. Develops job analysis and rating tools for vacant positions within team. Interviews and selects candidates to fill vacancies. Ensures employees are provided the tools necessary to effectively accomplish organizational objectives and performance goals. Identifies developmental needs and provides training.
