What You'll Do:
The Accountant 3:
Will assist State Comptroller in control of Federal/State Master Cooperative Agreement (MCA) and its related Appendices. Know, understand, interpret and apply NGR 5-1, 2 CFR 200 Part 225, OMB Circular A-133, and other Federal and State regulations as related to Cooperative Agreements. Direct and review that DAS State Accounting Policy & Procedure manual, Purchasing & Contracting guidelines, and departmental procedures and policies standards are met and applied correctly in matters relating to the Agreements. Assist organization in ensuring proper internal controls are in place, documented, and are working effectively. Maintain accounting system to properly track and code all transactions.
Work with Deputy Comptroller and State Comptroller to assist in the preparation and submission of federal invoices and supporting documentation, appropriate federal closeout, and extension documents and reports to be forwarded to the Federal USPFO. Responsible for balancing MCA appendices on a weekly basis.
Provide guidance and assistance to other accounting staff to resolve accounting problems and questions. Provide guidance to accounting staff regarding implementation of accounting policies and procedures. Offer advice on solutions and recommend needed course of action. Provides advice to program managers and budget analysts in assisting with courses of actions to help resolve difficult issues or helps with creating procedures at the program-level.
Assist Accounting staff, Deputy Comptroller, and State Comptroller in the year-end close-out process by assisting in the monitoring of open Accounts Payables and Accounts Receivables, partner with accounting staff and program staff to resolve open items.
Communicate and coordinate with vendors to make sure that accounts receivables are properly itemized on invoices between fiscal years, paid timely by accounting staff, and coded to the correct fiscal period. Ensure billings are completed and paid within a reasonable timeframe.
Understanding of payroll billing procedures and processes. Provides insight to staff and assists with questions surrounding cost accounting and pay distributions for federal and state fiscal years.
Conducts internal review and audit of accounts and expenditures, reviewing monthly reconciliations and program management to ensure compliance with program management guidelines. Documents results and provides recommendations, as necessary.

058 Budgeting:
6 months experience, 12 semester hours, or a combination of both in preparing, analyzing budgets; and providing advice/technical assistance with cost analysis, fiscal allocation, and budget preparation.
Minimum Qualification Requirements
Graduation from an accredited college or university with twelve semester hours in accounting course work and experience equal to thirty months of responsible full-time work in accounting, accounts examination or verification, budgeting or closely related fiscal work with a governmental agency, public accounting firm, or private industry;
OR
an equivalent combination of education and experience substituting one year of the required experience for each year of the required education to a maximum of four years;
OR
an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in accounting, business administration or finance for each year of the required experience to a maximum substitution of sixty hours;
OR
Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees withcurrentcontinuous experience in the state executive branch that includes experience equal to nine months of full-time work. as an Accountant 2.
