The Business Relations (BR) Assistant Director is responsible for supporting the BR Director in managing the BR areas of DVS and serve in the BR Director's capacity in their absence. BR is comprised of the following DVS programs:
Business Systems Program. This program hosts all the business (other than MNIT) resources for the entirety of the state's credential and titling system (MNDRIVE), as well as the direct support of both Deputy Registrar (DR) and Driver's License Agent (DLA). The maintenance, enhancement, and utilization of MNDRIVE, a multimillion-dollar application, is critical to DVS' ability to fulfill our mission as it serves as our official system of record.
Deputy Support Program. This program provides direct support to DR's and DLAs. As part of the larger ecosystem for delivering services to Minnesotans, the statutorily authorized deputy offices conduct DVS business on behalf of DVS. These entities could be local city, municipality, or county government, or privately owned corporations. This DVS program ensures our deputy offices have the training, information, and tools they need to successfully support Minnesotans. In addition to direct support, BR also reviews and audits DR and DLA offices.
This position will support the BR Program Director in all facets of BR program management, to include but not limited to, strategic planning, operational management, policy development, legislative implementation, regulatory compliance, budget management, and organizational management. The BR Assistant Program Director will be directly responsible for the BR program's operational management, regulatory compliance, and legislative implementation, and will escalate to the BR Program Director as needed.

Minimum Qualifications
To be considered for this position, applicants must demonstrate:
Three (3) years of proven leadership and supervisory experience managing direct reports and operational teams in customer relations and business systems.
And
One (1) year in a professional or managerial role with demonstrated ability in organizational and interpersonal abilities to direct, develop, motivate, inspire, hire and discipline staff.
The above experience must include demonstrated ability to:
Work under pressure and effectively manage time with strong organizational and problem-solving skills.
Collaborate and work effectively as part of a team and establish and maintain working relationships with all levels of business customers, technology staff and other internal and external stakeholders.
Read and interpret state and federal laws, rules and regulations and procedural documents.
De-escalate, resolve conflict and solve critical issues.
Communicate clearly, and present complex information to users in a comprehensive style, translate business information to technical stakeholders and translate technical and system information to non-technical stakeholders.
Work cooperatively with individuals from diverse backgrounds and underserved communities.
*A bachelor's degree or higher in Business, Management, Organizational Development, Information Systems and Technology or closely related field may substitute for one year of required experience
Preferred Qualifications
Demonstrated success in process improvement, standardization and change management initiatives.
Supervisory experience in a union or public sector environment.
Demonstrated problem solving skills in problem definition, information gathering and research alternative analysis, applying creative solutions to unique and/or immediate problems and appropriate problem resolution implementation.
Knowledge of industry best practices, trends and emerging technologies.
Demonstrated analytical skills involving data analysis and management including using metrics and analytics to drive decisions.
Experience managing performance, mentoring, coaching and training staff in business analysis, testing, IT project or product management and customer relations management.
Experience working with state or local government on policy proposals and implementations.
Physical Requirements
Very Light: Requires occasionally moving and transporting such articles as file folders and small tools. May need to maintain a stationary position for long periods of time while carrying out job duties.
