The Minnesota Department of Natural Resources is hiring an Organizational Development and Training Manager to lead agency-wide employee and organizational development efforts.
This role provides strategic leadership in designing, implementing, and continuously improving training programs, policies, and development initiatives that align with the agency's mission, values, and priorities. The position oversees a comprehensive learning and development strategy that supports a diverse, engaged, and high-performing workforce, including mandatory training and professional growth opportunities. Serving as the agency's chief advisor on employee, leadership, and organizational development, this leader drives the adoption of innovative workforce development practices and training technologies to strengthen organizational effectiveness.
This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement.
Minimum Qualifications
Four years advanced consulting skills, including diagnosis, contracting for and design, delivery, and evaluation of interventions, training programs, and organization development efforts.
While not required, a degree in Organizational Development, Training, or closely related field may substitute for a portion of the required experience: six months for an associate's degree, one year for a bachelor's degree, 18 months for a master's degree.
Two years experience managing or supervising professional level staff in the area of learning and development.
Note: the four years of experience may include the two years of supervisory experience as described above.
To be considered, applicants must also demonstrate the following knowledge, skills, abilities, and experience:
Knowledge of organization development and learning theory, practices, and techniques sufficient to manage an organization/employee development consulting function.
Experience conducting needs assessment, data analysis, curriculum design and delivery, and project management.
Demonstrated knowledge of adult learning theory and practice.
Communication skills sufficient to work effectively with executive leadership, managers, and supervisors, make presentations, deliver training in multiple forms, and negotiate program design and delivery requirements with clients and outside consultants.
Demonstrated writing skills to author and edit newsletters and communications, create PowerPoints, and write and edit training curriculum and materials.
Experience working with the following technology in the design and delivery of effective employee development opportunities: Webex and MS Teams online training delivery platforms, eLearning authoring tools including Articulate; and video and recording software.
Ability to research and incorporate perspectives from different cultural and community stakeholder groups in the development of programs.
Preferred Qualifications
Bachelors degree in Organizational Development, Training, or closely related field.
Public sector experience in a related field.
Knowledge of Enterprise Learning Management (ELM) system.
Facilitation certifications and experience delivering nationally recognized training curriculum.
Additional Requirements
This position requires an unrestricted Class D Driver's license with a clear driving record; per DNR Fleet Policy, only those 18 years of age or older with a valid driver's license may operate equipment and vehicles on behalf of the Agency.
